Abstract:

Jelikož se v červnu roku 2017 nazývá "Šílenou krásou" Lisabonské smlouvy prezidentem Junckerem Komise, stálá strukturovaná spolupráce se stala realitou za méně než šest měsíců. PESCO je možná politicky nejambicióznější a akademicky nejzajímavější iniciativa týkající se SBOP Evropské unie. Hlavním cílem této studie je zjistit možné dopady PESCO na Evropskou unii jako globální aktér. V souladu s různými názory členských států uvedenými v této studii bude mít PESCO celkový pozitivní dopad na celosvětovou působnost EU. Bude základem pro členské státy k další spolupráci ve velmi citlivé politické oblasti. Přestože se k nim přistupují některé členské státy z obezřetnějšího hlediska, celkový názor je takový, že taková iniciativa byla potřeba po dlouhou dobu. Stupeň dopadu je ještě vidět. Dva scénáře prezentované v tomto článku ukazují dvě extrémní formy pro PESCO. Není realistické očekávat, že se jeden z těchto dvou stane realitou. PESCO je rámec a tento rámec se pravděpodobně nachází někde mezi těmito dvěma scénáři.

Abstract:

Being called “the Sleeping Beauty” of the Lisbon Treaty by the Commission President Juncker in June 2017, the Permanent Structured Cooperation has become a reality in less than six months. PESCO is perhaps the politically most ambitious and academically most exciting initiative regarding the CSDP of the European Union. The main aim of this study is find out the possible impacts of PESCO on the European Union as a global actor. In line with the different views of member states presented in this study, PESCO will have an overall positive impact on EU’s global actorness. It will be a base for member states to further cooperation in a highly sensitive policy field. Although, some member states approach it from a more cautious point of view, the overall opinion is that such an initiative was needed for long time. The degree of the impact is still to be seen. The two scenarios presented in this paper shows two extreme forms for PESCO. It is not realistic to expect one of these two to become a reality. PESCO is a framework and this framework will probably be situated somewhere between these two scenarios.
