The role of the President of the Czech republic in forming and running the Visegrad cooperation during the 1990s

Anotácia:

Práce se zabývá prezidentem České republiky, konkrétně jeho rolí v zahraniční politice. Cílem práce je zjistit, jaký vliv měl prezident Československé a později České republiky na založení Visegrádské spolupráce a její následné fungování v průběhu 90. let. První část je věnována pravomocím, které jsou prezidentu dány Ústavou. Prezident musí své aktivity v oblasti zahraniční politiky koordinovat s vládou, proto je v práci popsán vztah prezidenta s vládou. Další kapitola je věnována nastínění geopolitické situace v regionu střední Evropy po pádu komunismu. Třetí část se zabývá vývojem Visegrádské skupiny v průběhu 90. let se zaměřením na osobu Václava Havla. Na závěr jsou zhodnoceny nástroje a prostředky, kterými prezident ovlivnil vývoj této regionální spolupráce a jejich úspěšnost.

Abstract:

Thesis is focused on the President of the Czech Republic, specifically his role in foreign policy. The aim of this thesis is to examine what kind of impact had the President of Czechoslovakia and later Czech Republic, on the formation of the Visegrad cooperation, and also on its subsequent functioning during the 1990s. The first part is devoted to the powers that are given to the President by the Constitution. The President must coordinate his activities in the field of foreign policy with the Government. Therefore, this work also describes President’s relationship with the Government. The next chapter aims to outline the geopolitical situation in the region of Central Europe after the fall of communism. The third part deals with the development of the Visegrad Group during the nineties, with the focus on the personality of Václav Havel. The conclusion includes the evaluation of success of tools and means, which were used by the President in order to influence the development of this regional cooperation.
