Bilaterální spory jako překážka rozšiřování EU

Abstract:

Tato bakalářská práce se zabývá bilaterálními spory a jejich vlivem na rozšiřovací proces Evropské unie. Rozšiřovací proces prošel v průběhu let mnoha změnami. S každým dalším rozšířením přichází nové výzvy, které se snaží Evropská unie reflektovat. Nejaktuálnější je možné budoucí rozšíření o země západního Balkánu. Zde je rozšiřovací proces ovlivněn zejména podmínkou dobrého sousedství a podmínkou konsenzu v Radě Evropské unie. Konkrétní zamezení rozšiřovacího procesu v souvislosti s bilaterálními spory lze vidět na případu Severní Makedonie a Řecka. Jejich spor o název státu na dlouhou dobu pozastavil možnost otevřít přístupové rozhovory se Severní Makedonií. Spor, který má dlouhé historické kořeny byl nakonec vyřešen dohodou z Prespy, ale přesto zde stojí Evropská unie před otázkou zda pokračovat v rozšiřování o země západního Balkánu nebo nejprve reformovat rozhodovací mechanismy v Evropské unii.

Abstract:

This bachelor thesis deals with bilateral disputes and their impact on the enlargement process of the European Union. The enlargement process has undergone many changes over the years. With each enlargement comes new challenges that the European Union tries to reflect. The most topical is the possible future enlargement to the Western Balkan countries. Here, the enlargement process is particularly influenced by the condition of good neighbourliness and the condition of consensus in the Council of the European Union. The concrete prevention of the enlargement process in the context of bilateral disputes can be seen in the case of Northern Macedonia and Greece. Their dispute over the name of the state put the possibility of opening accession talks with North Macedonia on hold for a long time. The dispute, which has long historical roots, was eventually resolved by the Prespa Agreement, but nevertheless, the European Union is faced with the question of whether to proceed with enlargement to the Western Balkan countries or first to reform the decision-making mechanisms within the European Union.
