Commission in municipalities with extended competence as an initiative and advisory body of municipal government

Abstract:

Cílem této bakalářské práce je analyzovat komise, které jsou iniciativními a poradními orgány rady v obcích s rozšířenou působností Středočeského a Jihočeského kraje. V teoretické části je vysvětlena problematika komisí, jejichž zřizování spadá do samostatné působnosti obcí, stejně jako shrnuty některé výzkumy zabývající se transparentností obcí. Metodika se zakládá na průzkumu webových stránek obcí a zveřejňovaných dokumentů jako jsou usnesení rady i zastupitelstva a zápisy z jednání komisí. Obcím jsou přidělovány body dle definovaných parametrů, kterými jsou počet komisí, transparentnost, účelnost, napojení na zastupitelstvo a radu a odměňování jejich členů. Následně jsou mezi sebou porovnávány obce i oba kraje. Bylo zjištěno, že mezi kraji nejsou značné rozdíly. Ukázalo se, že existuje korelace mezi transparentností a účelností komisí. Analýza naznačila také vztah mezi výší odměňování a účelností komisí, pro jeho potvrzení by ale bylo nutné získat více dat.

Abstract:

The aim of this bachelor thesis is to analyse the commissions that are initiative and advisory bodies of the council in municipalities with extended competence in the Central and South Bohemia Region. The theoretical part explains the issue of commissions, the establishment of which falls within the independent competence of municipalities, as well as summarises research studies on municipal transparency. The methodology is based on an examination of municipal websites and published documents such as resolutions of the city council and the representatives and minutes of commission meetings. Municipalities are assigned points according to defined parameters, which are the number of commissions, transparency, effectiveness, connection to the city council and the representatives and remuneration of their members. Subsequently, municipalities and both regions are compared. It was found that there are no significant differences between the two regions. It was also proven that there is a correlation between transparency and the effectiveness of commissions. The analysis also suggested a correlation between the amount of remuneration and the effectiveness of the commissions, but it would be necessary to obtain more data to confirm it.
