Analysis of social housing in the Czech Republic in 2014 and the possibilities of its future development

Abstract:

Tato bakalářská práce se zaměřuje na stav sociálního bydlení v České republice v roce 2014 a na možnosti jeho budoucího vývoje. Analýza trhu s bydlením přináší zjištění, že výdaje na bydlení se rok od roku zvyšují, zároveň rostou počty vyplácených dávek příspěvku a doplatku na bydlení, a zvyšují se tak výdaje státu na tuto politiku. Z analýzy stavu sociálního bydlení v krajích České republiky vyplývá nevyrovnaný počet sociálních bytů mezi jednotlivými kraji. Práce doporučuje navázání sociálního bydlení na míru příjmové chudoby a míru nezaměstnanosti, navrhuje možnosti budoucího vývoje spočívající ve specifikaci povinností státu a obcí, větším zapojení krajů v systému sociálního bydlení a budoucím možném využití tržního principu v podobě sociálních nájemních agentur.

Abstract:

This Bachelor Thesis is focused on the situation of social housing in the Czech Republic in 2014 and on the possibilities of its future development. Analysis of the housing market brings result that housing expenditures are increasing year by year, simultaneously grow the numbers of social benefits of housing allowance and allowance for living, and so the state expenditure on this politics are increasing. As emerged from the analysis of social housing in the regions of the Czech Republic, the number of social housing is unbalanced between regions. This thesis recommends connecting social housing with the income poverty rate and with the unemployment rate, it also suggests possibilities of future development regarding the specification of duties of the state and municipalities and greater involvement of the regions in the system of social housing. Moreover, it suggests the possibility of future application of the market principle in the form of social rental agencies.
