Chasing the African Sun: Applying French Foreign and Security Policy in the Sahel Region

Abstract:

Diplomová práce analyzuje vývoj zahraničně-bezpečnostní politiky Francie vůči zemím Sahelu, a to od období vzniku nezávislých států až po rok 2013, kdy byla vyhlášena vojenská operace Serval. Případová studie vojenské operace Serval v Mali demonstruje nejnovější vývoje francouzské politiky vůči oblasti Sahelu, definované v Bílých knihách obrany a bezpečnosti a politikou Elysejského paláce. Tato politika je silně ovlivněna narůstající teroristickou hrozbou. Právě Mali se stalo, kvůli kombinaci faktorů zahrnujících slabé vládní struktury a přítomnost tuaregského separatismu, centrem rozvoje této hrozby. Práce se zaměřuje na hlavní teroristické skupiny v této zemi a celé oblasti Sahelu, kterými jsou AQIM, MNLA, MUJAO a Ansar Dine. Přestože byla operace Serval vyhlášena jako unilaterální francouzská vojenská operace, ihned po jejím začátku došlo k zapojení dalších aktérů. Výsledná operace je tak výsledkem narůstající hrozby terorismu v oblasti Sahelu, francouzské historické přítomnosti v oblasti Sahelu, multilateralizace a afrikanizace francouzské politiky vůči zemím Sahelu a africké bezpečnostní architektury.

Abstract:

The present Master’s thesis analyses developments in the French foreign and security policy in the Sahel region, covering a period from the birth of independent countries up to 2013 when the military mission Operation Serval was launched. Furthermore, it presents a case study of Operation Serval in Mali, examining the latest turns in French policy towards the Sahel region, defined by the Élysée Palace and in France’s White Papers on defence and national security. The said policy is heavily influenced by growing terrorism which took its roots in Mali due to a combination of several factors, including weak state structures and the presence of Tuareg separatism. The thesis focus on the main terrorist groups in the country and in the Sahel region that include AQIM, MNLA, MUJAO and Ansar Dine. While Operation Serval was originally established as a French unilateral military mission, several other actors got involved almost immediately. The resulting mission is thus a product of the growing threat of terrorism in the Sahel region, the African security architecture as well as France’s long-term presence in the Sahel region coupled with the multilateralization and the Africanization of French politics towards the Sahel region.
