Financial analysis of local governments

Abstract:

Bakalářská práce na téma finanční analýza územních samosprávných celků je zaměřena na finanční analýzu konkrétní obce. Cílem je zhodnotit finanční situaci Města Bavorov v letech 2012 – 2016 s pomocí vhodných metod finanční analýzy. Práce se skládá z teoretické a praktické části. Teoretická část se zabývá vedením územních samosprávných celků, rozpočtovým procesem, financováním a vysvětlením pojmů a metod souvisejících s finanční analýzou. Praktická část je zaměřena na seznámení se s konkrétním územním samosprávným celkem, aplikaci finanční analýzy na Město Bavorov a zpracování a vyhodnocení SWOT analýzy. Ze všech možných ukazatelů finanční analýzy byla zvolena vertikální a horizontální analýza příjmů a výdajů a analýza poměrových ukazatelů. Na základě výsledků je vyhodnocena finanční situace a jsou navržena opatření, která by mohla vést ke zlepšení situace územního samosprávného celku.

Abstract:

This bachelor’s thesis on the topic of financial analysis of territorial autonomous unit is focused on financial analysis of a specific town. The goal is to evaluate the financial situation of the town of Bavorov in the years 2012 – 2016 using appropriate methods of financial analysis. The work consists of a theoretical and a practical part. The theoretical part deals with management of territorial autonomous units, budgetary proces, financing and explanation of terrms and methods which relate to financial analysis. The practical part is focused on introducing a specific territorial autonomous unit, application of financial analysis of Bavorov and processing and evaluation of SWOT analysis. Out of all possible indicators of financial analysis, the vertical and horizontal analysis of income and outcome and analysis of proportional indicators was chosen. On the basic of results the financial situation will be assessed and arrangements will be proposed, which cold lead towards improving of the situation of the territorial autonomous unit.
