Employment Relationship of Civil Servants under the Civil Service Act

Abstract:

Tato práce je zaměřena na služební poměr v režimu zákona č. 234/2014 Sb., o státní službě. První část diplomové práce je věnována vymezení základních pojmů a nastínění vývoje právní úpravy státní služby. Třetí kapitola je zaměřena na zákon o státní službě, a to zejména na jeho působnost a legislativní proces. Další z kapitol přibližuje služební poměr od jeho vzniku až po skončení, včetně souvisejících otázek. V závěru práce je zachycen praktický pohled na dané téma, neboť jeho obsahem jsou rozhovory se státními zaměstnanci.

Abstract:

This thesis is focused on the civil service employment in the regime of the Civil Service Act. The first part of the thesis is devoted to the definition of basic terms and the development of the legal regulation of the civil service. The third chapter is focused on the Civil Service Act, especially on its scope and legislative process. Another of the chapters describes the civil service employment, including related issues. At the end of the thesis there is a practical view of the topic - interviews with civil servants.
