Comparison of the budgetary process between the Czech Republic and GB at the municipal level

Abstract:

Diplomová práce „Komparace rozpočtového procesu mezi ČR a VB na municipální úrovni“ se zabývá srovnáním aspektů rozpočtového procesu municipalit ve dvou zemích s odlišnými modely veřejné správy a s odlišným právním základem. Cílem diplomové práce je popsat a porovnat přípravu, tvorbu, realizaci a kontrolu municipálních rozpočtů v ČR a ve VB. Teoretická část práce se zaměřuje jednak na teoretická východiska a finanční systémy municipalit a jednak celkově na rozpočtové procesy municipalit. Praktická část práce uvádí teoretické poznatky do praxe dvou konkrétních měst, města Brna a města Cambridge, s cílem identifikovat shodné a odlišné rysy a silné a slabé stránky obou systémů. Sesbírané poznatky jsou následně vyhodnoceny SWOT analýzou, plus-minus maticemi a jsou formulována doporučení pro obě dvě města.

Abstract:

The diploma thesis „Comparison of the budgetary process between the Czech Republic and GB at the municipal level” deals with a comparison of aspects municipal budgetary processes of two different countries with different models of public administration and different legal bases. The aim of the diploma thesis is to describe and compare the preparation, creation, implementation and control of municipal budgets in the Czech Republic and the GB. The theoretical part of the thesis focuses on the theoretical basis and financial systems of municipalities and on the overall municipal budgetary processes. The practical part of the work introduces theoretical knowledge into the practice of two specific cities, the city of Brno and the city of Cambridge, in order to identify the same and different attributes and strengths and weaknesses of both systems. Gathered knowledge is then assessed by SWOT analysis, plus-minus matrices and recommendations are proposed for both cities.
