Územní správa a samospráva představuje jeden ze základních stavebních kamenů občanské společnosti. Na rozdíl od centrálních orgánů státní moci má tzv. blíže k občanům a může tedy mnohem pružněji reagovat na jejich potřeby a to v souvislosti s možnostmi a specifiky určitého regionu. Public administration and local government are the cornerstones of civil society. In contrast to the central state authorities they are closer to citizens and can flexibly react to their needs in relation with possibilities and specifics of the region.
