Abstract:

Šebestová, B., Hospodaření územně samosprávného celku. [Bakalářská práce] University College Prague – Vysoká škola mezinárodních vztahů a Vysoká škola hotelová a ekonomická s.r.o. Znojmo: 2023. Celkový počet stran 68. Bakalářská práce charakterizuje a analyzuje územně samosprávný celek, jeho postavení, legislativu a další zákonné souvislosti se zaměřením na nižší územní samosprávné celky. Hodnocení vychází ze získaných informací z veřejného monitoringu ministerstva financí a ze závěrečných účtů komparovaných obcí. Práce je rozdělena do částí. Teoretická část vymezuje územně samosprávný celek, jeho postavení a legislativu. Charakterizuje základní znaky, jako jsou občané, území, majetek a způsobilost k právním úkonům. Nejsou opomenuty veřejné finance jako důležitý zdroj pro fungování státu a samosprávy a jejich vazba na rozpočty obcí. Dále je práce zaměřena na samotné fungování hospodaření územně samosprávného celku. Jedním z nejdůležitějších nástrojů finanční a hospodářské politiky obcí je správné sestavení jejich rozpočtů. Proces sestavování rozpočtu má svá pravidla a etapy. Konečné zhodnocení hospodaření obcí poskytuje závěrečný účet. Analytická část vystihuje hospodaření konkrétních dvou obcí Olomouckého kraje, města Němčice nad Hanou a městyse Nezamyslice, a to za období 2018 až 2021. Jsou analyzovány příjmy a výdaje územně samosprávných celků. Jejich peněžní prostředky, jež jsou součástí rozpočtů a zdrojem jejich příjmů. Pro lepší znázornění jsou tyto údaje znázorněny pomocí tabulek a grafů. Rovněž je zhodnoceno celkové hospodaření územně samosprávných celků a jejich investice do jejich majetku. Poslední část bakalářské práce porovnává zjištěné výsledky hospodaření obou obcí, hodnotí jejich celkové hospodaření se svěřeným majetkem a financemi a navrhuje opatření, jež vedou k efektivnějšímu hospodaření, rozvoji obce a života občanů v obci.

Znojmo: 2023. The total number of pages 68. The bachelor thesis characterizes and analyzes the local self-government unit, its status, legislation and other lawful contexts with a focus on lower self-government units. The assessment is based on information retrieved from the public monitoring of the Ministry of Finance and from the final bills of the municipalities compared. The paper is divided into sections. The theoretical part defines the local self-government unit, its status and legislative. It characterizes the basic features such as citizens, territory, property and legal capacity. Public finances as an important resource for the functioning of the state and local government and their link to municipal budgets are not omitted. The thesis is also focused on the actual functioning of local government management. One of the most important tools of financial and economic policy of municipalities is the correct preparation of their budgets. The process of making budgets has its own rules and stages. The final assessment of the municipalities' management is provided by the final bills. The analytical part ot the bachelor thesis describes the management of two specific municipalities of the Olomouc Region, Němčice nad Hanou and Nezamyslice, for the period from 2018 to 2021. The revenues and expenditures of the local self-government units are also analysed same as their funds, which are part of their budgets and source of their revenues. For a better illustration, these data are shown using tables and graphs. The overall financial management of local authorities and their investment in their assets are also assessed. The last part of the bachelor's thesis compares the observed results of the financial management of both municipalities, evaluates their overall management of their entrusted assets and finances and proposes measures that lead to more efficient management, development of the municipality and the life of the citizens in the municipality.
