Remitence na Ukrajině - struktura spotřeby a vzdělání

Abstract:

Hlavním cílem práce je posoudit, zda remitence podněcují investice domácností do vzdělání na Ukrajině. Dále je zkoumána struktura spotřeby domácností v regionech s nejvyšším/nejnižším podílem remitencí na celkových příjmech. Dílčím cílem je zjistit hlavní motivace k zasílání remitencí a jaké kanály k zasílání remitencí jsou preferovány. Metodika kombinuje kvantitativní výzkum zabývající se zkoumáním dat a kvalitativní výzkum sestávající z pěti hloubkových rozhovorů se zasílateli nebo příjemci remitencí. Výsledkem zkoumání je zjištění, že remitence podněcují investice domácností do vzdělávání a to tím způsobem, že kompenzují nízký plat. Žádné významné rozdíly ve struktuře spotřeby domácností s vysokým/nízkým podílem remitencí na celkovém příjmu nebyly zpozorovány. Obecně z dat vyplývá, že remitence zvyšují životní úroveň v regionech s nízkým platovým ohodnocením. Mezi hlavní motivace k zasílání peněz patří altruismus, splácení vynaložených nákladů rodičům a údržba vlastních nemovitostí. Nejčastějším způsobem zasílání remitencí je osobní předání v hotovosti a také bylo zjištěno, že převládá všeobecná nedůvěra v bankovní instituce. Zjištění z této práce mohou posloužit k navržení vhodné vládní politiky která by plně využila potenciál remitencí na Ukrajině. Vhodná politika, která by vedla k podpoře zasílání remitencí oficiálními kanály a k rozšíření příležitostí k produktivním investicím remitencí je velmi doporučena.

Abstract:

The primary aim of the thesis is to assess whether remittances spur households' investments in education in Ukraine. Moreover, consumption patterns of households in regions with the highest/lowest share of remittances of their total income are described. Furthermore, the thesis deals with migrants' main motivations to remit and which channels are commonly used. The methodology combines quantitative research dealing with data observation and qualitative research consisting of five in-depth interviews with either remittances senders or recipients. The findings indicate that remittances spur households' investments into education in a way they compensate for lower income. There are no significant differences in consumption patterns of households in regions receiving the highest/lowest remittances as a share of their total income. It supports the fact that remittances improve the standard of living in regions receiving lower average income. Among the main motivations to remit are altruism, repayment of costs to parents, and maintenance of assets owned. Money is commonly personally carried in cash across borders. Moreover, general distrust in banking services is recognized. These findings may serve to design accurate policies to harness the full potential of remittances. Policies to encourage sending remittances via official channels and opportunities for productive investments of remittances are highly recommended.
