Economic inequality and its economic policy implications

Abstract:

Disertační práce si klade za cíl zkoumat ekonomickou nerovnost a její hospodářsko-politické implikace. Zaměřuji se na majetkové a příjmové nerovnosti a jejich (zkreslené) vnímání v České republice. S pomocí dotazníkových experimentů testuji dopady vnímaných nerovností na redistribuční preference a další politické postoje včetně inklinace k populistickým postojům. První studie zkoumá vnímané majetkové nerovnosti v Česku a poskytuje pohled na globální výzkum vnímání nerovností. Výsledky poukazují na pozoruhodné podobnosti mezi českými a americkými respondenty, pokud jde o jejich odhady a preference. Účastníci v průměru odhadovali, že horních 20 % populace v České republice drží přibližně 48 % celkového bohatství, přičemž v ideálním případě by si představovali podíl bohatství odpovídající pouze 34 %. Tyto výsledky jsou v souladu s předchozími výzkumy, které reportují nedostatek povědomí o skutečných majetkových nerovnostech a zároveň odhalují převládající preference směrem k nižší nerovnosti. Druhá studie se zabývá vlivem vnímané majetkové nerovnosti na redistribuční preference a vybrané politické postoje. V rámci dotazníkového experimentu a kvintilového rozdělení zkoumá a manipuluje vnímání nerovnosti. Studie zjistila, že navzdory široce rozšířené neznalosti majetkových nerovností nevede poskytnutí korektivních informací o skutečné majetkové nerovnosti k vyšším redistribučním preferencím ani nijak neovlivňuje další politické postoje. Tato zjištění interpretujeme prostřednictvím teorie tzv. „dual-processing framework“, která naznačuje, že důvodem absence pozorovaných efektů mohly být vysoké kognitivní nároky kvintilového rozdělení. Cílem třetí studie je prozkoumat potenciální dopady vnímané příjmové nerovnosti na politickou angažovanost a příklon k populistickým náladám. Existenci vztahu vysvětlujeme teorií relativní deprivace a testujeme ji v rámci dotazníkového experimentu. Zjistili jsme, že poskytnutí korektivní informace o skutečných příjmech vybraných referenčních skupin vede ke statisticky významnému nárůstu souhlasu s populistickými postoji, neovlivňuje však obecnou politickou angažovanost. Ukazujeme, že tyto účinky jsou taženy spíše intenzitou korektivní informace než výběrem konkrétní referenční skupiny.

Abstract:

This thesis aims to examine the economic inequality and its economic policy implications. I focus on the wealth and income inequalities and its (mis)perceptions in the Czech Republic. I use survey experiment to test the effects of inequality perceptions on redistribution preferences and other political attitudes including inclination toward populist sentiment. First study examines perceptions of wealth inequality in Czechia and provides insights into global research on inequality perceptions. The findings revealed remarkable similarities between Czech and US respondents in terms of their estimates and preferences. On average, participants estimated that the top 20% of the population in the Czech Republic holds approximately 48% of total wealth, while expressing a preference for a lower wealth share of around 34% in the ideal scenario. These results are in alignment with previous research that highlighted a prevalent lack of awareness of actual levels of wealth inequality combined with a consistent preference for the reduction of inequality levels. The second study delves into the impact of perceived wealth inequality on attitudes toward redistribution and selected political stances. Employing a survey experiment and a quintile distribution scheme, the research investigates and manipulates laypeople's inequality perceptions. Despite widely spread unawareness, provision of corrective information about actual wealth inequality did not lead to higher redistribution preference nor shifted any other investigated political attitudes. We interpret these findings through a dual-processing framework, suggesting that the high cognitive demands of the quintile distribution scheme contribute to the absence of observed effects. The third study aims to investigate potential effects of perceived income inequality on political engagement and inclination toward populist sentiment. We explain the existence of such a relationship with relative deprivation theory and test it within a survey experiment. We show that providing survey respondents with corrective information about actual incomes of given reference groups leads to statistically significant increase in the approval of populist attitudes, however does not affect general political engagement. We show that these effects are driven by the intensity of information treatment, rather than the choice of specific reference group.
