Self-government of the city district and its relation to the statutory city

Anotácia:

Bakalářská práce „Samospráva městské části a její vztah ke statutárnímu městu“ pojednává o vymezení samostatné působnosti městské části v konkrétním případě Statutárního města Brna. Nejprve hierarchicky obecně definuje samosprávu měst a městských částí podle právních norem České republiky, a to od Ústavy ČR, přes zákon o obcích až po statut města. Praktická část zkoumá spolupráci mezi statutárním městem Brnem a městskou částí Brno- Židenice. Nejprve se zaměřuje na vymezení spolupráce ve statutu města. Následně se věnuje konkrétním situacím, ve kterých probíhala komunikace a spolupráce mezi institucemi. Dálevedvou rozhovorech zjišťuje rozdílnost reálného fungování spolupráce od právně vymezených norem. V posledním bodě se věnuje službám občanům, nabízeným městskou částí ve své přenesené působnosti, a souvisejícímu povědomí občanů o těchto službách.

Abstract:

The Bachelor´s thesis "Self-government of the city district and its relation to the statutory city" deals with the definition of the independent competence of the city district in the specific case of the Statutory City of Brno. Firstly, it hierarchically defines the self-government of cities and city districts according to the legal norms of the Czech Republic, from the Constitution of the Czech Republic, through the Act on Municipalities to the Statute of the City. Regarding the practical part, it examines the cooperation between the statutory city of Brno and the city district of Brno-Židenice. Initially, it focuses on defining cooperation in the city statute. Then, it deals with specific situations in which communication and cooperation between institutions took place. Subsequently, based on two interviews carried out, is found out the difference between the real functioning of cooperation and the legally defined norms. The last part is about the services offered by the city district in its delegated competence to citizens and the related awareness of citizens about these services.
