Democratization of EU's Eastern Neighbours through European Commission's Development Programmes

Abstract:

Bakalářská práce se zabývá nastavením rozvojový programů Evropské komise TACIS a ENPI vůči zemím náležejícím do východní dimenze Evropské sousedské politiky. V rámci analytické části práce je představeno, jaké formální cíle a závazky Evropská komise s ohledem na politickou dimenzi vztahů s jednotlivými zeměmi přijímá. Nový finanční nástroj ENPI, který nahradil TACIS v roce 2007, se zavazuje posilovat stabilitu za hranicemi Unie prostřednictvím procesu demokratizace. Komparativní část práce ukazuje, jaký deklaratorní posun v prosazování demokratických hodnot u východních sousedů nový režim přináší. Cílem práce je zjistit, zda se ENPI vyslovuje pro pohloubení demokratizace v dotčených zemích užitím i jiných demokratizačních nástrojů, než jen technické asistence.

Abstract:

This thesis focuses on the alignment of the European Commision´s development programmes TACIS and ENPI towards EU eastern neighbours. Presented within the frame of the analytical part, is to what objectives, considering the political dimension of bilateral relations, is the European Commison commited. The new financial instrument ENPI, which replaced TACIS in 2007, aims to strengthen stability in neighbouring states through the process of democratization.The comparative part of the thesis aims to show what a declarative shift in democracy promotion in eastern neighbours the new regime entails. The main aim of the thesis is to find out, if the ENPI commits to deeper democratization of EU eastern neighbours by also using other democratization tools, than only technical assistance.
