The effects of the euro introduction in Slovenia in the banking sector – experiences for Czech banks

Abstract:

Diplomová práce se zabývá zavedením eura ve Slovinsku, které v této práci slouží jako vzor úspěšného přijetí společné evropské měny, se zaměřením na bankovní sektor. Cílem práce je zhodnotit přípravy a dopady zavedení eura ve Slovinsku v bankovní sféře a navrhnout doporučení pro ČR a české banky. ČR se při vstupu do Evropské unie zavázala vstoupit do eurozóny, až na to budou vhodné podmínky. Přestože se termín zavedení eura v ČR odkládá na neurčito, přípravy na jeho zavedení pokračují, a proto je téma stále aktuální. Práce zkoumá důvody odmítání eura v ČR a navrhuje způsoby, kterými lze zlepšit jeho obraz. Vysvětlena je podstata bankovní unie, do které musí ČR vstoupit společně se zavedením eura. Provedena je komparace příprav na euro v ČR a ve Slovinsku. Následně jsou analyzovány všeobecné dopady eura ve Slovinsku a především pak na slovinské banky a jejich klienty. Na slovinském příkladu jsou uvedena opatření, která mohou snížit obavy spojené s novou měnou. Opatření, která lze doporučit i ČR, jsou duální označování cen, rozsáhlá komunikační kampaň a důkladný cenový monitoring. Díky těmto opatřením byla udržena míra inflace způsobená zavedením eura na velmi nízkých hodnotách a informovanost občanů o průběhu zavádění eura stále rostla. Vyjmenovány jsou všechny nezbytné kroky, které musely být podniknuty bankovní sférou, aby přechod k euru proběhl bez větších problémů. Kvůli včasné a důkladné přípravě na euro nenastaly žádné velké potíže ve slovinských bankách. Nalezeny jsou také některé nedostatky ve slovinské strategii, kterých by se ČR měla vyvarovat. Slovinsko nedokázalo zabránit všeobecnému přesvědčení, že společně s eurem rostly ceny bankovních produktů a poplatků, přestože analýzy dopadů zavedení eura potvrzují, že euro mělo zanedbatelný vliv na ceny. Přechod k euru ve Slovinsku byl přesto velmi úspěšný. Důkazem je velmi vysoká spokojenost s eurem v této zemi. Podobná ekonomická úroveň obou zemí je jasným předpokladem k tomu, že zavedení eura v ČR by rovněž mělo proběhnout hladce a bez potíží.

Abstract:

The master’s thesis deals with the introduction of the euro in Slovenia, which serves as a model for the successful adoption of the common European currency, with a focus on the banking sector. The aim of the thesis is to evaluate preparations and impacts of the euro introduction in Slovenia in the banking sector and to propose recommendations for the Czech Republic and Czech banks. While joining the European Union, the Czech Rep. committed to join the Eurozone until suitable conditions are met. Although the date of the euro introduction in the Czech Rep. is postponed indefinitely, preparations for its introduction continue, therefore the topic is still current. The thesis examines the reasons for rejecting the euro in the Czech Rep. and suggests ways to improve its image. The essence of the banking union, which the Czech Rep. must join while introducing the euro, is explained. Comparison of the preparations for the euro introduction in the Czech Rep. and Slovenia is performed. After that, the general impacts of the euro in Slovenia and especially in Slovenian banks and impacts to their clients are analyzed. The Slovenian model shows measures, which can reduce concerns about the new currency. Measures that can also be recommended in the Czech Rep. are dual pricing display, an extensive communication campaign and thorough price monitoring. Thanks to these measures, the inflation rate caused by the euro introduction was kept at very low levels and citizens’ knowledge of the euro introduction progress continued to grow. All the important steps that must be taken by the banking sector in order for the smooth euro changeover are listed. Due to timely and thorough preparations, there were no major problems in Slovenian banks. There are also some shortcomings in the Slovenian strategy that the Czech Rep. should avoid. Slovenia could not prevent the general belief that the prices of banking products and fees have risen with the euro, even though the analysis of the effects of the euro introduction are proving that the euro had a negligible effect on prices. The euro changeover in Slovenia has nevertheless been very successful. The evidence is a very high satisfaction with the euro in this country. Similar economic levels of both countries is a clear precondition for the euro introduction in the Czech Rep. to be smooth and without any difficulties.
