Investment potential of municipal budgets

Abstract:

Tato diplomová práce se zabývá vyhodnocením dlouhodobého potenciálu rozpočtových zdrojů obcí v České republice vhodných pro financování investičních aktivit. Teoretická část práce definuje faktory, které mají na efektivnost alokace veřejných výdajů zásadní vliv, dále se věnuje předpokladům fungování územních samospráv, rozpočtu obce a jeho postavení v rámci rozpočtové soustavy ČR. Praktická část práce se věnuje analýze vybraných podílových indikátorů FAMA za všechny obce ČR v letech 2011-2020. Na základě této analýzy jsou zhodnoceny jednotlivé zdroje vhodné ke krytí investičních výdajů z obecního rozpočtu a potenciál jejich využití do budoucna. Dále je zde vyhodnocen vliv ekonomického růstu na příjmy obcí ze sdílených daní a na kapitálové výdaje. Závěr praktické části se věnuje zadlužení územních samospráv a jeho podílu na celkovém veřejném dluhu ČR. Z dílčích závěrů práce vyplývá, že kromě úspor běžných příjmů jsou dlouhodobě udržitelným zdrojem financování investičních výdajů bankoví úvěry. Vliv růstu HDP na kapitálové výdaje nebyl prokázán.

Abstract:

This thesis evaluates the long-term potential of budgetary resources of municipalities in the Czech Republic suitable for financing investment activities. The theoretical part defines factors that have a major impact on the efficiency of public expenditure allocation, it also deals with the assumptions of the functioning of local governments, the municipal budget and how it fits within the public budgetary system of the Czech Republic. The practical part of the thesis analyses selected FAPA share indicators for all municipalities in the Czech Republic in the years 2011-2020. Based on this analysis, individual sources suitable for funding investment expenditures from the municipal budget and the potential for their use in the future are evaluated. Furthermore, it evaluates the impact of economic growth on municipal revenues from shared taxes and capital expenditures. The end of the practical part scrutinizes the indebtedness of local governments and its share on the total public debt of the Czech Republic. The partial conclusions of the thesis show that in addition to savings on income, bank loans are a long-term sustainable source of financing capital expenditures. The effect of GDP growth on capital expenditures has not been proven.
