Institute of public guardianship from the perspective of a social worker

Abstract:

Diplomová práce je zaměřena na téma Institut veřejného opatrovnictví z pohledu sociálního pracovníka. Cílem práce je identifikovat a analyzovat bariéry, se kterými se veřejní opatrovníci, u kterých se kumuluje funkce veřejného opatrovníka a sociálního pracovníka, ve vztahu ke své činnosti setkávají. Práce je rozdělena na teoretickou a výzkumnou část. Teoretická část prezentuje úvod do problematiky veřejného opatrovnictví, problematiku omezení svéprávnosti a vysvětluje recentní právní úpravu veřejného opatrovnictví. Výzkumná část je tvořena kvantitativním výzkumem realizovaným mezi veřejnými opatrovníky Moravskoslezského kraje. Dotazníkovým šetřením bylo zjištěno, že veřejní opatrovníci kumulující profese sociálního pracovníka a veřejného opatrovníka mají v praxi problémy oddělit tyto dvě agendy. Dalšími problémy, s nimiž se potýkají, jsou příliš vysoký počet opatrovanců, přetíženost, nutnost uvádět své osobní údaje, protože instituce neumí do svých systémů zavést obci jako opatrovníka, absence kvalitního metodického pokynu a nedostatečné finanční ohodnocení. V závěru práce jsou formulována opatření do praxe.

Abstract:

The diploma thesis is focused on the topic of the Institute of Public Guardianship from the perspective view of a social worker. The main goal of the thesis is to identify and analyze the barriers that public guardians, who have the function of public guardian and social worker, encounter in relation to their work. The work is divided into a theoretical and a research part. The theoretical part presents an introduction to the issue of public guardianship, issue of limiting autonomy and explains the recent legal regulation of public guardianship. The research part consists of quantitative research conducted among public guardians of the Moravian-Silesian Region. The questionnaire survey revealed that public guardians who combine the professions of social worker and public guardian have problems separating these two agendas in practice. Other problems they face are an excessively high number of guardians, overloading, the need to provide personal data because the institution can not introduce the municipality as a guardian into it is systems, the absence of quality methodological instructions and insufficient financial evaluation. At the end of the thesis, practical measures are formulated.
