Abstract:

Evropský parlament je jediným orgánem v institucionální struktuře Evropské unie, který je přímo volený občany Unie. A od konání přímých voleb se odvíjí i vývoj postavení Parlamentu. Před rokem 1979 (rok konání prvních přímých voleb) se jednalo pouze o poradní instituci, která se na legislativním procesu podílela jen v rámci konzultační procedury, která představuje pro Parlament nejnižší možnou účast. Po volbách se postupně rozšiřovala agenda Společenství a tím se rozšiřovala i účast Parlamentu. Velkým krokem vpřed bylo zavedení dalších procedur, zejména pak procedury spolurozhodování, která v posledních letech vytlačuje ty zbývající. Parlamentní postavení bylo posíleno přidělením kontrolních pravomocí -- např. jmenování evropského veřejného ochránce práv, vyslovení nedůvěry Komisi, prozkoumávání zpráv od ostatních institucí Unie, interpelace a mnoho dalšího. Dnes se jedná o instituci, která je plnohodnotným partnerem ve struktuře orgánů Unie.

Abstract:

The European Parliament is the only body in the institutional structure of the European Union, which is directly elected by EU citizens. And due to the holding of direct elections the development of the role of Parliament unfolds itself. Before 1979 (year of the first direct election) Parliament was only an advisory body in the legislative process just only in a consultation procedure which represents the lowest turnout for the Parliament. After holding the elections, the agenda of the Community expanded gradually and this expanded the participation of Parliament. A major step forward was the introduction of other procedures, especially co-decision procedure, which in recent years, is displacing those remaining. Parliamentary position was strengthened by the allocation of control authority - as the appointment of the Ombudsman, the Commission censure, exploring messages from other EU institutions, and many other questions. Today it is an institution which is a full partner in the structure of the Union.
