Development of environment protection authorities system in the Czech Republic

Abstract:

Jako téma své bakalářské práce jsem si vybral „Vývoj struktury orgánů na ochranu životního prostředí v ČR“. V první kapitole se zabývám organizačním vývojem v oblasti životního prostředí mezi lety 1990-1992. Konkrétně se zde zabývám postavením a pravomocemi ústředních správních orgánů, jako je Ministerstvo životního prostředí nebo Ministerstvo zemědělství; vznikem a postavením státních organizací jako je Státní fond životního prostředí nebo Česká inspekce životního prostředí. Na regionální úrovni se zabývám přeměnou národních výborů na okresní úřady. Ve druhé kapitole se zabývám organizačním vývojem v oblasti životního prostředí od roku 1993 do současnosti. Konkrétně se zabývám postavením a pravomocemi ministerstev a jejich podřízených orgánů jako je například Agentura ochrany přírody a krajiny nebo Státní veterinární správa. Na regionální a místní úrovni se zabývám vznikem krajů, jejich postavením a působností a obcí prvního stupně, obcí s rozšířenou působností a obcí s pověřeným obecním úřadem, jejich pravomocemi a působností.

Abstract:

As the theme of my bachelor thesis I chose „The development of structures of authorities to protect the environment in the Czech Republic“. In the first chapter I deal with organizational development in the zone of environmental protection between the years 1990-1992. Specifically here I deal with the status and powers of the central administrative authorities, such as the Ministry of Environment or Ministry of Agriculture; formation and status of state organizations such as the State Environment Fund or the Czech Environmental Inspectorate. At the regional level I deal with the transformation of the national committees to the district offices. In the second chapter I deal with organizational development in the zone of environmental protection from 1993 to the present. Specifically, I deal with the status and powers of the ministries and their subordinate authorities such as the Agency for Nature and Landscape Protection or to the State Veterinary Administration. At regional and local level I deal with the formation of the regions, their status and competences, and the municipalities first instance, municipalities with extended competences and municipalities with authorized municipal office, their competences and powers.
