System of a State Support of Export and the Role of the Exchange Rate

Abstract:

Disertační práce se zabývá problematikou státní podpory vývozu v souvislosti s úlohou měnového kurzu. Hlavním cílem disertační práce je zhodnocení státní podpory vývozu v České republice, zejména její dostupnosti a praktické využitelnosti. V rámci tohoto cíle je vytvořen návrh souboru obecně aplikovatelných doporučení pro řízení a tvorbu politiky zahraničního obchodu exportně zaměřených firem. Dílčí cíle práce spočívají ve specifikaci komerčních, teritoriálních a kurzových rizik při vstupu na zahraniční trh, charakteristice nástrojů státní podpory exportu, provedení komparace státní a nestátní podpory exportu, dále v definování úlohy měnového kurzu v oblasti proexportní politiky se zaměřením na kurzová rizika spolu s tvorbou opatření pro zajištění proti těmto rizikům. V této souvislosti je pomocí metod regresní a korelační analýzy zjištěna vzájemná závislost vybraných měnových kurzů, která vystupuje jako jeden z faktorů při tvorbě exportní strategie obchodních společností. Ze vzniklé regresní rovnice je možné predikovat vývoj měnového kurzu CZK/EUR. Úvodní část disertační práce popisuje současný stav dané problematiky a charakterizuje význam exportu pro Českou republiku, dále se zabývá pravidly mezinárodního systému podpory a institucemi státní podpory exportu. V další části definuje metody použité v předkládané práci, kterými je dosaženo hlavního a dílčích cílů. Pro zkoumání vzájemné závislosti měnových kurzů je v části "Použitá metodika" představena matematicko-statistická analýza. Kapitola "Metodická východiska práce" se zabývá definicí konkrétních rizik při vstupu podniku na zahraniční trh, jakož i charakteristikou a analýzou nástrojů pro podporu exportu. V rámci této části práce je provedena regresní a korelační analýza vzájemné závislosti měnových párů. Na základě konkrétních provedených analýz a jejich výsledků, je v závěrečné části práce vytvořen návrh souboru doporučení a postupů, které je možné aplikovat v proexportně zaměřených podnicích v České republice. Tato strategie uvádí doporučení a postupy, jak využívat státní podporu exportu, a to jak ve formě poskytování informací důležitých pro plánování exportu, tak i nástrojů finančních a pojišťovacích.

Abstract:

This doctoral dissertation deals with the issue of state's support for export in relation to the role of the exchange rate. Its main objective is to evaluate the state support for export in the Czech Republic, its accessibility and usability, and to draft a proposal on a set of generally applicable suggestions for the management and formulation of a foreign trade policy for export-oriented businesses. The partial objectives of the dissertation include defining the commercial, political and exchange rate risks when entering foreign markets, characterization instruments of state export support, performance comparison of state and private export support, further defining the role of the exchange rate of the export policy with focus on currency risks and hedge against then and finally finding dependence of selected exchange rates, which affect the choice of export strategy. The methods of regression and correlation analysis were used to identify the interdependence of selected exchange rates. The regression equation obtained facilitates prediction of the development of the CZK/EUR exchange rate. In its introduction this dissertation defines the methods which were used to achieve the main and partial objectives. It describes the current situation and characterizes the significance of export for the Czech Republic. It also deals with the principles of the international support system and with the state's institutions for export support. The next part of the dissertation entitled 'The methodology used' presents a mathematical-statistical analysis which was used to examine the dependency of exchange rates. A chapter called 'Methodological starting point for this dissertation' is concerned with the definitions of specific risks taken upon entering into a foreign market. Furthermore, it provides a characteristics and analysis of export supporting tools. The regression and correlations analysis is included in this passage of the thesis. Considering the individual analyses performed and the respective results obtained, the final part of the dissertation introduces a general export strategy which can be applied in export-oriented businesses in the Czech Republic. The general strategy presents suggestions and methods to use the state's support for export, be it in the form of providing information that is relevant for export planning, and also financial and insurance tools.
