Ensuring safety on the operated railway transport route in the Czech Republic

Abstract:

Diplomová práce se zabývá problematikou zajištění bezpečnosti v železniční dopravě na území České republiky. Hlavním cílem je zhodnotit současný stav zajištění bezpečnosti provozované železniční dopravní cesty, jak po stránce provozování dráhy, drážní dopravy a provozuschopnosti dráhy, tak i po stránce zajištění ochrany a bezpečnosti zaměstnanců a cestujících v prostorách Správy železnic, státní organizace, zejména v nádražních budovách. Dílčím cílem diplomové práce je charakterizovat dokumentaci a činnosti řešící zajištění bezpečného provozu, oblasti mimořádných událostí a krizového řízení. Dalším dílčím cílem této práce je charakterizovat nejčastější porušení bezpečnosti na železnici, analyzovat nehodovost a charakterizovat nejčastější příčiny mimořádných událostí. V diplomové práci je také objasněna činnost HZS Správy železnic a je řešen problém výhodnosti zadávání bezpečnostních činností dodavatelské firmě a posouzena možnost zajistit bezpečnost z vlastních zdrojů organizace. Potřebné informace jsou získány formou strukturovaných rozhovorů se dvěma zaměstnanci Správy železnic, kteří se zabývají šetřením příčin mimořádných událostí a zajištěním bezpečnosti osob a majetku a také přípravou na krizové situace. Další použitá výzkumná metoda je analýza nehodových událostí jak z hlediska počtu mimořádných událostí, tak i z hlediska zavinění a odpovědnosti za jejich vznik. Za použití těchto metod bylo zjištěno, že největším viníkem vzniku mimořádných událostí je lidský faktor. Proto se Správa železnic snaží zaměřovat na co největší zajištění bezpečnosti provozu a každým rokem vydává velké finanční prostředky na modernizaci jak tratí, tak i technologických zařízení a proškolení zaměstnanců.

Abstract:

The thesis deals with the topic of ensuring safety in railway transport in the Czech Republic. The main objective is to evaluate the current state of security measures on in-operation railways in terms of operating the infrastructure, railway transport, operability of the railway, ensuring protection and safety of the staff and passengers on the premises of Správa železnic, state-owned enterprise, mainly in train station buildings. The second objective of the thesis is to provide a description of the documentation and measures ensuring the safe operation as well as to describe the issue of incidents and emergency management. Another objective of this work is to name the most common violations of safety measures on railways, to analyse the accident rates and to describe the most frequent causes of incidents. The thesis also focuses on the work of the Správa železnic’s HZS (firefighter unit), evaluates the benefits of contracting companies which provide security services in comparison with using the security services available from the resources of Správa železnic. The data have been obtained by interviewing two employees of Správa železnic, who specialise in investigating the causes of incidents, ensuring the safety of people and property, and preparing strategies for the solving of emergency situations. Another method of research the thesis uses is the analysis of the rate of accidents, their causes, and the responsibility for their occurrence. With the help of these methods, the thesis concludes that the biggest cause of incidents is the human factor. For this reason, Správa železnic aims to ensure the highest level of safety on railways and each year spends a share of its funds on the modernisation of the railways, the technological equipment, and the training of their employees.
