Deterrence of the Nuclear Terrorism in the Second Nuclear Age

Abstract:

Nejen ve Spojených státech amerických, ale i v jiných zemích byla již akceptovaná závažnost hrozby, kterou představují nukleární či radiologické zbraně v rukou fanatických transnacionálních hnutí. Hlavní prostředkem, jak se vypořádat s jadernou hrozbou během studené války, byla proslulá strategie odstrašování. V současném světě se však zdá tento koncept deterrence proti mnohotvárné hrozbě ve formě nepředvídatelných lídrů jednotlivých teroristických organizací, snažících se vyvolat apokalypsu či ospravedlňujících své brutální praktiky skrze náboženství, alespoň dle slov mnoha amerických představitelů, nepoužitelný. Tato často diskutovaná otázka aplikovatelnosti studenoválečného, či určitým způsobem modifikovaného konceptu odstrašování na aktuální hrozby ve formě terorismu, zvláště toho jaderného, tak byla postavena do ohniska pozornosti tohoto textu.

Abstract:

The relevance of the threat that pose nuclear and radiological weapons in the hands of fanatic transnational movements is today accepted not only in USA but also in other countries where the topic reached the top priority. The principal tool for dealing with nuclear threats during Cold War was famous deterrence strategy. But this concept, at least according to some American representatives, seems to be inapplicable to the multiform threat of unpredictable leaders of terrorist organizations which seek to launch apocalypse or justify its brutal means through the religious terms. The text is therefore focused on this very often discussed question of usability of the cold-war concept or in some way modified concept of deterrence face to face present terrorist threats, especially the nuclear one.
