Housing Policy in the Czech republic

Abstract:

Téma bakalářské práce ?Bytová politika v České republice? má za cíl zanalyzovat formy bytové politiky v České republice a její dopady na jednotlivé skupiny obyvatel. Česká republika si v oblasti bytové politiky prošla za uplynulých 20 let značným vývojem. S přechodem od administrativně přídělového systému k systému tržnímu, byla nucena vyvinout široké spektrum nástrojů, které slouží k podpoře nabídky a poptávky po bydlení. Stát se aktivně podílí na podpoře občanů v pořizování vlastnického bydlení prostřednictvím nástrojů, jako je státní podpora stavebního spoření a státní podpora hypoték. Tyto nástroje jsou určeny především pro středně a vysoko příjmové skupiny obyvatel. Druhou oblastí analyzovanou v této práci je oblast nájemního, potažmo sociálního a obecního nájemního bydlení. I přes široké spektrum nástrojů bytové politiky vidím slabinu v dosud nedostatečně právně zakotveném institutu sociálního bydlení. Vzhledem k tomu, že na obecním nájemním bydlení, které by mohlo částečně suplovat sociální bydlení, rovnoměrně participují všechny příjmové skupiny obyvatel, ani ono dostatečně nesupluje formu sociálního bydlení. Poslední oblastí analýzy je příspěvek na bydlení, který je určen především nízko příjmovým skupinám obyvatel. Jeho důležitost, především v souvislosti s deregulací nájemného, v budoucnu poroste.

Abstract:

The theme of the Bachelor thesis "Housing policy in the Czech Republic," aims to analyse forms of housing policy in the Czech Republic and its impact on various groups of the population. Czech Republic in the field of housing policies over the past 20 years has undergone considerable development. With the transition from the system for rationing administratively market, was forced to develop a wide range of tools that are used to support the supply and demand for housing. The State is actively involved in the promotion of citizens in the acquisition of ownership of the housing through tools such as the State support of building savings and State aid. These tools are primarily intended for medium and high income groups of the population. Other areas analysed in this work is area of rented, hence social and municipal rental housing. Despite the wide range of instruments to see weakness in housing policies still insufficiently legally entrenched Institute of social housing. Whereas, on the municipal rental housing, which could partially duplicate the social housing, equally participate in all income groups of the population, nor it sufficiently nesupluje the form of social housing. The last area of analysis is the housing allowance, which is intended primarily for low income groups of the population. Its importance, particularly in the context of the deregulation of rents, to grow in the future.
