Mandatory expenditures on Social Policy from 1998 to 2013 in the context of the economic and political cycle

Abstract:

Cílem práce je analyzovat mandatorní výdaje se zřetelem na výdaje sociální a porovnat chování jednotlivých vlád ve sledovaném období let 1998 -- 2013. V teoretické části jsou řešeny důvody růstu mandatorních výdajů, různé přístupy k sociální politice, hlavně pak koncept sociálního státu a teoretické přístupy k hospodářskému a politickému cyklu. Tato teoretická východiska poskytují nejen základnu, ale také prostředky, kterými jsou mandatorní výdaje analyzovány v praktické části. Praktická část je rozdělena do tří oddíly, které na sebe navazují, v prvním je sledován a analyzován vývoj výdajů státního rozpočtu a jeho mandatorní části s důrazem na sociální transfery, ve druhém a třetím oddíle jsou tyto poznatky dány do kontextu s hospodářským a politickým cyklem České republiky. Provedená analýza potvrdila, že vlády České republiky se v letech 1998 -- 2013 nechovaly zodpovědně a v dobách ekonomického růstu navyšovaly výdaje, tím pádem i deficity. Oproti svému politickému zařazení pravicové strany vynakládaly větší výdaje na sociální transfery v poměru k celkovým výdajům než vlády levicové.

Abstract:

The aim of the thesis is to analyze the mandatory expenditures with respect to social spending and to compare the behavior of various governments in the period of 1998 to 2013. The theoretical part deals with some reasons for the growth in mandatory spending, different approaches to social policy, especially the concept of welfare state, and theoretical approaches to economic and political cycle. This theoretical solutions provide not only the base but also instruments by which are the mandatory expenditures analyzed in the practical part. The practical part is divided into three sections that build each other, the first section monitored and analyzed the development of expenditures of the state budget and its mandatory part with emphasis on social transfers. Second and third section put these findings into context with the economic and political cycle of Czech Republic. The analysis confirmed that the Government of the Czech Republic in the years 1998 - 2013 did not act responsibly and in times of economic growth increased the expenditures, thus the deficits. The right-wing government made the additional spending on social transfers in proportion to the total expenditure compared to the left-wing government.
