Abstract:

OSN vznikla v roce 1945 po druhé světové válce a dodnes je jednou z nejdůležitějších a nejznámějších organizací, která má nejvyšší pravomoc zasahovat do mezinárodních konfliktů po celém světě. Je to mezinárodní organizace, které jsou většina států světa součástí. Funguje jako „světový strážník“ a pomáhá v mnoha odvětvích, například jak vojenských akcí, humanitární pomoci i v otázkách ohledně klimatu. Tato bakalářská práce se zabývá hlavně Kapitolou VII, a to přesněji jejím článkem 42, díky kterému může Rada bezpečnosti OSN delegovat pravomoc státům použít sílu, která je jinak mezinárodně zakázaná, kromě využití ozbrojené síly v rámci pravomoci státu na sebeobranu. V teoretické části je podrobně popsán autorizační model Rady bezpečnosti a jsou zde uvedeny různé příklady konfliktů s formou pomoci, které byly Radou bezpečnosti autorizovány za účelem obnovení mezinárodního míru. V praktické části je provedena komparace dvou vybraných konfliktů, kde je srovnán účel a forma rezolucí, vydaných Radou bezpečnosti za účelem ukončení těchto konfliktů.

Abstract:

The UN was established in 1945 after the Second World War. World War II, and to this day it is one of the most important and well-known organizations with the highest authority to intervene in international conflicts around the world. It is an organization that most of the countries in the world are a part of. It functions as the world's watchdog and helps in many sectors, both in military actions, humanitarian aid and issues such as climate. This bachelor thesis mainly deals with Chapter VII and more specifically its Article 42, through which the UN Security Council can delegate authority to states to use force that is otherwise internationally prohibited, except for the use of armed force within the state's power of self-defense. The theoretical section details the Security Council authorization model and provides various examples of aid conflicts that have been authorized by the Security Council to restore international peace. In the practical part, a comparison is made between two selected conflicts, comparing the purpose and form of the resolutions issued by the Security Council to end these conflicts.
