Integrated rescue system and emergency management

Abstract:

Diplomová práce se věnuje Integrovanému záchrannému systému a řešení mimořádných událostí, které jsou nepochybně s tímto tématem spjaty. Zmíněny jsou zde nejen vnitřní spolupráce záchranných jednotek v rámci České republiky, ale také ty, které mají přeshraniční přesah. Součinnost s bezprostředně sousedícími státy, které společně kooperují činnosti při příhraniční záchranné pomoci, je ukotvena v bilaterálních dohodách. Následující část práce charakterizuje historii a vznik Integrovaného záchranného systému a představuje implementovanou právní judikaturu prolínající tento systém, bez které by jeho činnost nebyla možná. Následuje rozdělení a objasnění základních a ostatních složek a jejich působnost v rámci tohoto systému. Stěžejním bodem jsou samotné mimořádné události z pohledu Hasičského záchranného sboru České republiky a jejich dělení dle původu vzniku. Je zde nastíněno několik vybraných událostí, které jsou detailněji rozpracovány, a to včetně uvedení organizací pověřených řízením a chodem v průběhu mimořádné události. Dále se práce věnuje charakteristice Hasičského záchranného sboru Libereckého kraje, jednotlivých stanic v rámci zmíněného regionu, a také deskripci organizační struktury. Kapitolu uzavírá statistika výjezdů k mimořádným událostem v předešlém roce 2022. Zobrazená data prezentují typy jednotlivých událostí a jejich počet za stanovené období. Předmětem výzkumu v praktické, závěrečné, části práce je zjištění manažerských rizik, která mohou vzniknout u mimořádné události a případně ovlivnit její průběh. Data byla dále zpracována do matice rizik, která nastiňuje jejich závažnost. V závěru jsou uvedeny také návrhy pro jejich řešení, které vzešly z jednotlivých odpovědí. Sběr informací probíhal v rámci dotazníkového šetření v rámci Hasičského záchranného sboru Libereckého kraje, a to jak u manažerských tak nemanažerských funkcí příslušníků. Osloveny byly veškeré stanice v kraji.

Abstract:

The diploma thesis is devoted to the Integrated Rescue System and the handling of emergencies, which are undoubtedly related to this topic. It mentions not only the internal cooperation of rescue units within the Czech Republic, but also those that have a cross-border overlap. The cooperation with the immediately neighbouring countries, which jointly cooperate in cross-border rescue assistance activities, is anchored in bilateral agreements. The following part of the thesis characterizes the history and the emergence of the Integrated Rescue System and presents the implemented legal jurisprudence permeating this system, without which its operation would not be possible. This is followed by the division and clarification of the basic and other components and their scope within the system. The key point is the emergencies themselves from the perspective of the Fire and Rescue Service of the Czech Republic and their division according to the origin of their occurrence. A few selected incidents are outlined and elaborated in more detail, including the organisations responsible for the management and operation during the emergency. Furthermore, the thesis deals with the characteristics of the Fire Rescue Service of the Liberec Region, individual stations within the region, and also a description of the organizational structure. The chapter concludes with statistics of emergency calls in the previous year 2022. The data presented shows the types of individual incidents and their number for the specified period. The object of the research in the practical, final, part of the thesis is to identify the managerial risks that may arise in an emergency and possibly influence its course. The data was further processed into a risk matrix that outlines their severity. In the conclusion, the suggestions for solutions that emerged from the individual responses are also presented. The collection of information took place within the framework of a questionnaire survey within the Fire Rescue Service of the Liberec Region, both for managerial and non-managerial functions of officers. All stations in the region were contacted.
