Analysis of the expenditures of public budgets on safety and public order

Abstract:

Diplomová práce se zabývá analýzou výdajů veřejných rozpočtů na oblast bezpečnosti a veřejného pořádku ve třech úrovních správního uspořádání České republiky (stát, kraj, obec). Provedená analýza posloužila k posouzení vztahu vynakládaných prostředků na oblast bezpečnosti a veřejného pořádku s ohledem na kriminalitu. Část diplomové práce je věnována i pohledu na efektivnost vynakládaných finančních prostředků na bezpečnost a veřejný pořádek. Práce obsahuje analýzu struktury výdajů a jejich zastoupení v rozpočtech všech tří úrovní správního uspořádání. Data nezbytná pro provedení analýzy byla čerpána z databází Ministerstva financí České republiky (ÚFIS, ARIS) a z výkazů o výši kriminality. Práce umožňuje pohled na využití finančních prostředků za účelem snižování kriminality. Současně mohou výsledky provedených analýz a navržené závěry posloužit jako impuls pro zvýšení efektivnosti výdajů na bezpečnost a veřejný pořádek.

Abstract:

This master's thesis deals with analysis of the expenditures of public budgets on the sphere of safety and public order at three levels of the administrative structure of the Czech Republic (state, region, municipality). The analysis served to evaluation of the relationship of the expenditures on the sphere of safety and public order with regard to criminality. Part of the master's thesis is focused on the efficiency of the expenditures on security and public order. The master's thesis contains the analysis of structure of these expenditures and their representation in the budgets of all three levels of administrative structure. Data required for the analysis were drawn from the databases of the Ministry of Finance of the Czech Republic (ÚFIS, ARIS) and from reports of criminality. The master's thesis brings view of the use of expenditures in order to reduce crime. As well the results of the analysis and proposed findings can serve as an impetus to increase the efficiency of the expenditures on security and public order.
