Consociational Democracy as a Model for Functioning of the Political System in Bosnia and Herzegovina

Abstract:

Překládaná disertační práce ?Konsociační demokracie jako model fungování politického systému v Bosně a Hercegovině? je rozdělena do dvou hlavních částí. V první teoretické části práce jsou představeny koncepce konsociační a konsensuální demokracie nizozemského teoretika Arendta Lijpharta. Dominantní pozornost je věnována teorii konsociační demokracie, jejím znakům (role elit v politickém systému, segmentace společnosti, ustavení velkých koalic, uplatnění principu proporcionality a menšinového veta) a aplikovatelnosti v praxi. Teoretický koncept doplňují kapitoly věnované dalším teoretikům, kteří obdobně jako Lijphart, studovali malé státy Západní Evropy a vytvořili sadu termínů (konkordační demokracie, proporční demokracie, kontraktační demokracie aj.), které odkazují na stejný typ politického systému. Teoretická část práce je zakončena kritikou konceptů a představením klasických příkladů konsociační demokracie Švýcarska a Nizozemí a zvláštnímu příkladu ? Kypru. Druhá, aplikovaná část práce analyzuje fungování dvou státůbalkánského regionu ? Bosny a Hercegoviny a Makedonie. V obou uvedených státech byly implementovány prostřednictvím mírových dohod (Daytonská mírová dohoda a Ochridská rámcová dohoda) konsociační principy demokracie. Ve zvláštních kapitolách je představeno ústavní nastavení politického systému a dílčí projevy konsocialismu. Zvláštní pozornost je věnována roli mezinárodního společenství, se kterým původní koncept konsociační demokracie nepočítal. V závěrečné komparativní analýze jsou srovnány dílčí projevy konsocialismu v případových studiích. Hlavním cílem práce je hledat podmínky instalace konsociační demokracie, aby zajistila fungování politického systému v Bosně a Hercegovině a v Makedonii. Základními předpoklady práce jsou hypotézy předpokládající, že koncept konsociační demokracie je možné přenést do oblastí mimo Západní Evropu; konsociační demokracie je prostředek sloužící k nastavení politického systému, aby vznikly takové zvyklosti, které v budoucnu zajistí fungování životaschopného politického systému. Práce si klade za cíl odpovědět na výzkumné otázky: Je možné implementovat konsociační demokracii z vnějšku? Je snaha státu integrovat se do struktur Evropské unie předpokladem pro vytvoření a posílení politického systému? Komparativní analýzou bylo zjištěno, že přenos konsociační demokracie mimo oblast Západní Evropy je možný pouze v případě splnění dílčích podmínek. Zásadní je uvykací fáze, která vychází z historického vývoje a teprve ve studovaných zemích probíhá. Zásadní jsou také dílčí specifika politického systému, pro která není možné univerzální koncept aplikovat bez přijetí nutných výjimek.

Abstract:

This thesis ?Consociational Democracy as a Model for Functioning of the Political System in Bosnia and Herzegovina? is divided into two main parts. The first, theoretical, part introduces concepts of both the consociational and consensual democracy by the Dutch theorist Arendt Lijphart. Main attention is paid to the theory of the consociational democracy, its features (a role of elites in the political system, society segmentation, establishment of large coalitions, application of the proportionality principle and minority veto) and their applicability in practice. The theoretical concept is complemented by chapters dedicated to other theorists who, similarly to Lijphart, studied small states in Western Europe and formed a collection of terms (such as concordance democracy, contractual democracy etc.), which refer to the same type of the political system. The theoretical part hereof closes with criticism of the concepts and introduction of typical examples of the consociational democracy in Switzerland and Netherlands and of a specific example concerning Cyprus. The second, applied, part hereof analyses functioning of two states in the Balkan region ? Bosnia and Herzegovina and Macedonia. In the two states, there were consociational democracy principles implemented through peace agreements (Dayton Peace Agreement and Ochrid General Agreement). Separate chapters introduce the constitutional setup of the political system and partial manifestations of consocialism. Specific attention is paid to a role of the international community, which the original concept of the consociational democracy did not take into account. The final analysis compares partial manifestations of consocialism in case studies. The main objective hereof is to search for the conditions of the consociational democracy to be installed in order to ensure functioning of the political system in Bosnia and Herzegovina and in Macedonia. The fundamental premise hereof is the hypotheses assuming that the consociational democracy concept may be transferred to regions outside Western Europe; the consociational democracy is an instrument assisting with establishment of a political system in order to enable formation of such customs and practices, which shall ensure functioning of a vital political system in the future. The thesis aims to reply to research questions: Is it possible to implement the consociational democracy from the outside? Is the state?s aim to integrate in the structures of the European Union a prerequisite for formation and enhancement of the political system?
