Design of security measure for elementary school from the point of view of soft targets protection

Abstract:

Diplomová práce se zabývá problematikou útoků na měkké cíle, a to konkrétně na české základní školy. Hlavním cílem této diplomové práce je navržení bezpečnostních opatření pro základní školu, a to tak, aby byla minimalizována rizika zranění či ztrát na životech na straně žáků a pracovníků školy. Nejprve jsou v textu práce vymezena teoretická východiska zkoumaného tématu, a to zejména pojem bezpečnosti společně s odpovídající legislativní úpravou problematiky, dále pak pojem měkkého cíle, aktivního útočníka, samostatná podkapitola práce je následně věnována také problematice terorismu, a to mimo jiné i v kontextu teroristických útoků, k nimž v minulosti došlo na území ČR. Následně je v textu této diplomové práce zaměřena pozornost také na terorismus v podobě aktuální hrozby pro školy a školská zařízení, kdy jsou zmíněny známé útoky na tato zařízení nejen v globálním měřítku, ale specificky i přímo v naší zemi. Také je analyzováno bezpečnostní prostředí tuzemských škol a následně jsou zmíněna možná opatření škol v souvislosti s eliminací hrozby teroristického útoku. V praktické části práce jsou intepretovány výsledky provedeného dotazníkového šetření mezi tuzemskými základními školami z hlediska užívaných stávajících i plánovaných bezpečnostních opatření, aby bylo možné zjistit reálnou připravenost základních škol na možný útok. V závěru jsou zjištěné informace shrnuty, což umožňuje vytvoření uceleného náhledu na zkoumanou problematiku.

Abstract:

The diploma thesis deals with the issue of attacks on soft targets, specifically on Czech primary schools. The main goal of this thesis is to propose safety measures for primary school, so as to minimize the risk of injury or loss of life on the part of students and school staff. First, the text defines the theoretical basis of the research topic, especially the concept of security together with the relevant legislation, then the concept of soft target, active attacker, a separate subchapter is then devoted to the issue of terrorism, including in the context terrorist attacks that have taken place in the Czech Republic in the past. Subsequently, in the text of this diploma thesis, attention is also focused on terrorism in the form of a current threat to schools and school facilities, where known attacks on these facilities are mentioned not only on a global scale, but specifically in our country. The security environment of domestic schools is also analyzed and subsequently possible measures of schools in connection with the elimination of the threat of a terrorist attack are also mentioned. The practical part of the work then interprets the results of a questionnaire survey among domestic primary schools in terms of existing and planned security measures to determine the real readiness of primary schools for a possible attack. In the end, the information obtained is then summarized, which allows the creation of a comprehensive view of the researched issues.
