Financial statements of a state-funded organization

Abstract:

Bakalářská práce se zabývá problematikou účetní závěrky v příspěvkové organizaci, která je v mnoha ohledech odlišná od účetní závěrky sestavované v běžných podnikatelských subjektech. Cílem je podrobně analyzovat účetní závěrku konkrétní příspěvkové organizace a přiblížit charakteristická specifika této vybrané účetní jednotky. Bakalářská práce je rozdělena na dvě části, a to na teoretickou a praktickou část. V teoretické části jsou uvedeny základní informace a právní předpisy týkající se příspěvkové organizace spolu s jednotlivými operacemi procesu sestavení účetní závěrky, což představují například uzávěrkové operace, sestavení účetních výkazů a dále následné povinnosti, které plynou účetní jednotce po sestavení účetní závěrky. V praktické části jsou aplikovány veškeré získané informace a poznatky z praktické části na vybranou příspěvkovou organizaci Městské lesy Znojmo, p. o. Tato část velmi podrobně popisuje inventarizaci majetku a závazků, účetní analýzu, doúčtování účetních operací k poslednímu dni období, zjištění výsledku hospodaření, uzavření účetních knih a v neposlední řadě i daňovou analýzu. Po úspěšném splnění všech povinností souvisejících s účetní uzávěrkou je popsán postup sestavení samotných výkazů účetní jednotky, které jsou upraveny závaznými vzory pro příspěvkové organizace. Účetní jednotce dále plynou z kompletně sestavené účetní závěrky následné povinnosti, jako například schválení, audit, předání nebo zveřejnění účetní závěrky. V závěru bakalářské práce jsou uvedena doporučení, která by vedla k zefektivnění procesů v příspěvkové organizaci.

Abstract:

The bachelor thesis deals with the issues of financial statements in a state-funded organization, which are different in many aspects from financial statements made in common business entities. The objective is to analyze financial statements of a specific state-funded organization in detail and to present characteristic specifics of this accounting entity. The bachelor thesis is divided into two parts – the theoretical and the practical ones. The theoretical part presents basic information and legislation concerning a state-funded organization, as well as the individual operations of processing the financial statements, for example closing books and compilation of the accounting statements. Next, it focuses on obligations arising for the accounting entity after processing the financial statements. The practical part applies all the information and findings from the theoretical part on the state-funded organization Městské lesy Znojmo (Municipality Woods Znojmo). This part describes in detail the inventory of assets and liabilities, accounting analysis, accounting transactions to the last day of the accounting period, profit and loss account, closing the accounting books and, last but not least, the tax analysis. After successful fulfilment of all obligations related with the financial statements, the method of compilations of the financial statements of the accounting entity in compliance with the binding templates for state-funded organizations is described. The obligations arising after completing the financial statements for an accounting unit, like approval, audit, reporting and publishing of the financial statements are presented. In the conclusion of the bachelor thesis, the proposals leading to higher process efficiency in a state-funded organization are submitted.
