Abstract:

Tato diplomová práce je zaměřena na současné problémy integrovaného záchranného systému v České republice, jehož základní složky jsou: Policie České republiky, Hasičský záchranný sbor a Zdravotní záchranná služba. Je pochopitelné, že zejména v případech přírodních katastrof se do aktivit IZS zapojují i jiné subjekty (územní samospráva, armáda, podnikatelské subjekty). Integrovaný záchranný systém prošel v posledním období výraznými změnami především vzhledem k novým technickým a komunikačním možnostem, mezinárodní spolupráci atd. Na druhé straně je tato oblast předmětem diskusí v souvislosti s financováním systému. Úsporná opatření, které schválila vláda České republiky se dotýkají též této oblasti. A tak může být výrazně ohroženo fungování jednotlivých složek i celého Integrovaného záchranného systému. Vzhledem ke svým profesním zkušenostem se autor zaměřuje na činnost Hasičského záchranného sboru (HZS).

Abstract:

This diploma thesis is focused on current issues of the integrated rescue system in the Czech Republic, whose main components are: Police of the Czech Republic, Fire and Rescue Corps and health and Emergency Service. It is understandable that especially in case of natural disasters also other subjects are involved ( municipalities, army, businesses). The integrated rescue system has undergone distinct changes recently especially in terms of new technical and communication possibilities, international cooperation, etc. On the other hand this area is heavily discussed in terms of financing the system. Cost-saving measures approved by the government of the Czech Republic concern this area, too. By this the functioning of the single components and the whole of the integrated rescue system can be endangered. With regard to professional experience the thesis is focused mainly on the activities of the Fire and Rescue Corps.
