The security capabilities of the Czech Republic and its further optimization

Abstract:

Tato diplomová práce se zabývá bezpečnostními schopnostmi České republiky a jejich další optimalizací. V teoretické části jsou zprvu objasněny základní pojmy důležité pro vhled do problematiky jako bezpečnost, bezpečnostní prostředí a definice mimořádných událostí. Následně je prostor věnován bezpečnostním hrozbám a bezpečnostním institucím zajišťujícím jak vnější, tak vnitřní bezpečnost České republiky, legislativnímu rámci a výstavbě bezpečnostních schopností. V praktické části je provedena analýza současného stavu bezpečnostních schopností s ohledem na měnící se bezpečnostní prostředí. Následně jsou zpracovány optimalizační návrhy v nejaktuálnějších bezpečnostních výzvách pro zajišťování bezpečnosti České republiky, zejména v oblasti zajišťování energetické, surovinové a průmyslové bezpečnosti, tvorbě bezpečnostních dokumentů a strategií, vyšší angažovanosti veřejnosti do vnímání bezpečnosti a systémové změny v Armádě České republiky a zajišťování obranyschopnosti státu. V samotném závěru praktické části je reflektována aktuální situace války na Ukrajině a s tím související zvýšená potřeba zajistit co nejrychlejší a co nejefektivnější optimalizaci bezpečnostních schopností Armády ČR.

Abstract:

This diploma thesis deals with the security capabilities of the Czech Republic and their further optimization. In the theoretical part, basic terms important for insight into the issue, such as security, security environment and definition of extraordinary events, are first clarified. Subsequently, space is devoted to security threats and security institutions ensuring both the external and internal security of the Czech Republic, the legislative framework and the build-up of security capabilities. In the practical part, an analysis of the current state of security capabilities is performed with regard to the changing security environment. Further, optimization proposals are processed in the most current security challenges for ensuring the security of the Czech Republic, especially in the area of ensuring energy, raw material and industrial security, the creation of security documents and strategies, broader involvement of the public in the perception of security and systemic changes in the Army of the Czech Republic and ensuring the defense capability of the state. In the very conclusion of the practical part, the current situation of the war in Ukraine is reflected and the related increased need to ensure the fastest and most effective optimization of the security capabilities of the Army of the Czech Republic.
