Abstract:

Diplomová práce se zabývá Financováním a fungováním příspěvkové organizace Dům dětí a mládeže Větrník. Cílem je postihnout pravidla a předpisy příspěvkových organizací a na základě příkladu Domu dětí a mládeže Větrník, přísp. org. pochopit, jak v praxi příspěvková organizace funguje. Práce je rozdělena do dvou částí; na teoretickou, která se zaměřuje na shrnutí veškerých podstatných informací týkajících se příspěvkových organizací. Jsou zde vymezeny pojmy jako veřejné finance, neziskový sektor a detailně je rozebráno právní postavení příspěvkových organizací. Volně navazuje komplexně pojaté hospodaření příspěvkových organizací. Druhá, praktická část práce, je orientovaná na Dům dětí a mládeže Větrník, přísp. org., jejímž zřizovatelem je Liberecký kraj. V této kapitole je objasněna historie a charakteristika organizace, zřizovací listina a hospodaření příspěvkové organizace. V neposlední řadě je popsána změna zřizovatele příspěvkové organizace z kraje na obec a jiné návrhy řešení. Na závěr je shrnuta problematika přeměny zřizovatele u příspěvkové organizace.

Abstract:

My diploma thesis deals with Financing and Functioning of the Subsidized Organization Dům Dětí a Mládeže Větrník. The target is to cover the rules and the regulations of subsidized organizations and to show how they work in established business environment and practice. The thesis is divided into two parts; the theoretical parts focuses on summarizing all relevant information related to subsidized organization. There are terms such as public finance, non-profit sector defined as well as the legal status of subsidized organizations, followed by a complex conception of business activities in subsidized organization. The second part of the thesis is focused on Dům Dětí a Mládeže Větrník, where the Liberec Region is a founder. In this chapter the history and characteristics of the organization are explained, establishment document and economy of subsidized organization. Finally, it describes the founder change of subsidized organization from the region to the municipality and other suggestions of solution. In conclusion the issues of the founder conversion with the subsidized organization are summarized.
