The Financial Management of Territorially Divided Corporate Town

Abstract:

Předmětem této práce je analýza finančního řízení vybraného statutárního města, kterým je statutární město Olomouc. Úvodní část je věnována nezbytným teoretickým východiskům souvisejícím s danou problematikou, včetně aktuální legislativy. Rozebrány jsou zde hlavní nástroje finančního řízení, a to rozpočet, rozpočtový výhled a další navazující otázky. V praktické části je provedena analýza finančního řízení statutárního města Olomouce se zaměřením především na rozpočtové hospodaření, ale i zadluženost či výhled situace do budoucna. Další stěžejní částí práce je analýza komplexních vztahů města a jeho městských částí, které jsou v Olomouci reprezentovány komisemi městských částí. V závěru jsou všechny uvedené poznatky a dílčí závěry shrnuty a doplněny vlastními návrhy a doporučeními.

Abstract:

The goal of submitted thesis is an analysis of financial management selected corporate town, which is the corporate town Olomouc. The introductory part is devoted to the necessary theoretical basis related to the issues, including current legislation. There are discussed the main tools of financial management and budget, budget outlook and related issues. In the practical part is accomplished the analysis of the financial management of the town Olomouc, focusing primarily on budgetary management, as well as debt situation and outlook for the future. Another key part of this thesis is the analysis of complex relationships of the town and its districts, which are represented of commission of town districts in Olomouc. Finally all the partial findings and conclusions are summarized and supplemented by my own proposals and recommendations.
