Information Blocking on the Internet as Ambivalent Implement

Abstract:

Diplomová práce „Blokace informací na internetu jako ambivalentní nástroj“ pojednává o cenzuře v prostředí internetu. Ambivalence tématu práce spočívá v ne vždy jasně oddělené hranici, kdy se jedná o využití blokace informací a kdy jde o její zneužití. Práce zmiňuje pojetí internetu jako abstraktní představy informačního prostoru, ale většinou se drží definice internetu jako informačního média. Toto médium není o nic méně reálné než ostatní starší média, neboť data kolující na internetu musejí být někde fyzicky uložena a jako vše podléhají tamní legislativě. To je v rozporu s dosud velmi rozšířenou představou internetu jako mezinárodní sítě bez hranic nepodléhající zákonům. Práce obsahuje ukázky z cenzurních zákonů různých států a jejich praktického uplatňování. Uvádí příklady často blokovaných internetových služeb a objasňuje metodiku jejich cenzury. Závěr práce se týká etických otázek spojených s internetovou cenzurou, zvláštní kapitola je věnována významu tohoto fenoménu ve spojení s výchovou žáků základních škol.

Abstract:

Diploma thesis „Information blocking on the internet as ambivalent implement“ deals with censorship on the internet media. The topic ambivalence consists in ambiguous borderline between availing and misusing. Diploma thesis mentions concept of the internet as an abstract idea of information space, but mostly holds by definition of the internet as information medium. This medium is no fewer real than other older mediums, because data must be physically stored somewhere and such as everything are subject to local legislative. This differs from still widened idea of internet as an international net without borders above the law. Diploma thesis contains samples of different states censorship laws and their practical demanding. It gives examples of the mostly blocked internet services and clarifies procedures of censoring them. Conclusion deals with ethic questions associated with internet censorship, special chapter attends to this phenomenon consequence in relation with education of primary schools scholars.
