Managed Bankruptcy of the Country as the Ultimate Solution for the Public Finance Consolidation

Abstract:

LEVICKÁ, Slávka, Bc.: Managed Bankruptcy of the Country as the Ultimate Solution for the Publick Finance Consolidation. [Master thesis]. Bankovní institut vysoká škola Praha, zahraničná vysoká škola Banská Bystrica. Katedra financií, účtovníctva a poisťovníctva. Tutor: doc.Ing.Rajmund Mirdala, PhD. Year of habilitation: 2013. 81 pages A diploma work deals with the public debt, deficit of public budgets and impacts of a debt crisis on the developement of the public finance in a selected country of European Monetary Union. Out of the member countries, the most afflicted one – Greece has been chosen. The first chapter is concerned on the deficit and public debt in public finance . The public debt and the deficit of public budgets are descibed and devided. The second part presents the reasons and the consequences of increasing of public debt and the possibilities of the solution of its high level. It allocates the causes of public debt in the most debtor developed countries of the world and European Union. It deals with the Fiscal Stability Treaty, the Fiscal Compact and the six-pack. It describes and analyses the steps that must be taken to solve the high level of public debt both on the side of earnings, expences and specific proceedings. The third chapter analyses the course, causes and consequences of managed bankruptcy in Greece. It deals with both the country itself and Europen Union as well. It tries to give reasons for application of more gentle form of bankruptcy – a managed one.

Katedra financií, účtovníctva a poisťovníctva. Vedúci práce: doc.Ing.Rajmund Mirdala, PhD. Rok obhajoby: 2013. Počet strán: 81 Diplomová práca sa zaoberá verejným dlhom, deficitom verejných rozpočtov a dopadmi dlhovej krízy na vývoj verejných financií vo vybranej krajine Európskej menovej únie. Z členských krajín si vyberá najviac postihnutú – Grécko. Prvá kapitola je zameraná na deficit a verejný dlh v verejných financiách. Popisuje a rozčleňuje verejný dlh a deficit verejných rozpočtov. Druhá časť popisuje príčiny a dôsledky zvyšovania verejného dlhu a možnosti riešenia jeho nadmernej úrovne. Poukazuje na príčiny verejného dlhu v najzadlženejších vyspelých krajinách sveta a Európskej únie. Zaoberá sa Paktom stability a rastu, fiškálnou zmluvou a six packom. Popisuje a analyzuje opatrenia na riešenie nadmernej úrovne verejného dlhu ako na strane príjmov, výdavkov tak aj špecifické opatrenia. Tretia kapitola analyzuje priebeh, príčiny a dôsledky riadeného bankrotu Grécka. Zaoberá sa tak samotnou krajinou ako aj Európskou úniou. Snaží sa zdôvodniť použitie miernejšej formy bankrotu – riadeného.
