Porovnanie modelov fiškálnej decentralizácie v krajinách EÚ a inšpirácie pre reformu na Slovensku

Abstract:

In EU countries, transfers from the state budget outweigh tax revenues as the main source of regional income. The rate of tax coverage of sub-national spending is less than 50% in most Member States. The Scandinavian countries (Denmark, Sweden, Finland, Norway and Iceland) and Poland show the highest level of local government fiscal decentralization in 2018. At the other end of the spectrum are Mediterranean countries such as Malta, Cyprus, Greece, Spain and Portugal, as well as countries outside southern Europe - Ireland and Belgium. Analysis of the relationship between the central government and the local government has shown that the level of fiscal decentralization varies greatly across the European Union. Substantial differences can be observed especially between the western countries of the union and postcommunist transformed member-states. Since the end of the twentieth century, we can observe a general trend of a slight increase in the degree of fiscal decentralization in OECD countries. I also see an increase in the degree of autonomy of sub-central units in setting tax rates. These trends reversed slightly after the financial crisis. I focus on member states such as Spain, Sweden, Denmark, Finland, Belgium, or Austria that can serve as an inspiration for fiscal decentralization reforms for countries with unrealized potential because of too centralized governance. In reviewed studies I find a positive impact of decentralization reforms on quantifiable indicators in education.

Abstract:

V krajinách EÚ prevažujú transfery zo štátneho rozpočtu nad daňovými príjmami ako hlavný zdroj regionálnych príjmov. Vo väčšine členských štátov je miera pokrytia výdavkov na nižšej ako národnej úrovni daňami nižšia ako 50 %. Škandinávske krajiny (Dánsko, Švédsko, Fínsko, Nórsko a Island) a Poľsko vykazovali v roku 2018 najvyššiu mieru fiškálnej decentralizácie miestnej samosprávy. Na opačnom konci spektra sú stredomorské krajiny, ako napríklad Malta, Cyprus, Grécko, Španielsko a Portugalsko, ako aj krajiny mimo južnej Európy - Írsko a Belgicko. Analýza vzťahov medzi ústrednou vládou a miestnou samosprávou ukázala, že úroveň fiškálnej decentralizácie sa v jednotlivých krajinách Európskej únie výrazne líši. Podstatné rozdiely možno pozorovať najmä medzi západnými krajinami únie a postkomunistickými transformovanými členskými štátmi. Od konca dvadsiateho storočia môžeme v krajinách OECD pozorovať všeobecný trend mierneho nárastu miery fiškálnej decentralizácie. Pozorujem tiež nárast miery autonómie subcentrálnych jednotiek pri stanovovaní daňových sadzieb. Tieto trendy sa po finančnej kríze mierne obrátili. Zameriavam sa na členské štáty ako Španielsko, Švédsko, Dánsko, Fínsko, Belgicko, alebo Rakúsko, ktoré môžu slúžiť ako inšpirácia pre reformy fiškálnej decentralizácie pre krajiny s nerealizovaným potenciálom z dôvodu príliš centralizovaného riadenia. V skúmaných štúdiách som zistil pozitívny vplyv decentralizačných reforiem na kvantifikovateľné ukazovatele v oblasti vzdelávania.
