Inter-municipal cooperation in the Litoměřice district - a case study of waste management

Abstract:

V roce 2030 bude v České republice dle nového zákona č. 541/2020 o odpadech ukončeno skládkování využitelných složek komunálního odpadu. Tato skutečnost vybízí obce k hledání alternativ, které budou vyžadovat značnou míru jejich spolupráce. Cílem diplomové práce je identifikovat klíčové faktory úspěšné meziobecní spolupráce obcí v Litoměřickém okrese a vyhodnotit efektivnost spolupráce. Diplomová práce se proto zaměřuje na to, jak obce v regionu vnímají, podporují či rozvíjí tento typ aktivit (ať již v rámci spolupráce obcí při zajišťování konkrétních služeb, aktivit či akcí a subjektů - např. DSO a MAS). Informace potřebné k naplnění cíle budou získávány především z primárních dat. Bude aplikován přístup kontrafaktuální analýzy-difference-in-difference. Konkrétněji, dojde k vyhodnocení získaných dat, jak se vybraný ukazatel například produkce směsného komunálního odpadu, nebo náklady na směsný komunální odpad liší v obcích, které jsou součástí nějakého svazku (DOS, MAS) a které působí samostatně mimo svazek obcí. Následně jsou vyhodnoceny na základě kvalitativního šetření důvody, proč některé obce nespolupracují. Výsledkem analýzy jsou komplexní návrhy, jejichž obsahem je případná úprava legislativy s ohledem na finanční změny a konkrétní návrhy, které povedou ke zlepšení situace meziobecní spolupráce v tomto regionu.

Abstract:

In 2030, according to the new Act No. 541/2020 on waste, landfilling of usable and recyclable components of municipal waste will end in the Czech Republic. This fact encourages municipalities to look for alternatives that will require a significant degree of their cooperation. The aim of the diploma thesis is to identify the key factors of successful inter-municipal cooperation of municipalities in the Litoměřice district and to evaluate the effectiveness of the cooperation. The diploma thesis therefore focuses on how municipalities in the region perceive, support or develop this type of activity (whether within the framework of the cooperation of municipalities in the provision of specific services, activities or events and entities - e.g. DSO and MAS). The information needed to fulfill the objective will be obtained primarily from primary data. A counterfactual analysis-difference-in-difference approach will be applied. More specifically, there will be an evaluation of the obtained data, how the selected indicator, for example, the production of mixed municipal waste, or the cost of mixed municipal waste differs in municipalities that are part of a union (DOS, MAS) and that operate independently outside the union of municipalities. Subsequently, the reasons why some municipalities do not cooperate are evaluated on the basis of a qualitative investigation. The result of the analysis are complex proposals, the content of which is a possible amendment of the legislation with regard to financial changes and specific proposals that will lead to an improvement of the situation of inter-municipal cooperation in this region.
