The effect of the removal of the barriers to the free movement of labour in the European Union on the labour migration from the Czech Republic in 2004 – 2017

Abstract:

Bakalářská práce analyzuje vliv odstraňování bariér volného pohybu pracovní síly v Evropské unii na pracovní migraci z České republiky v letech 2004–2017 a poskytuje přesnější data o počtu českých pracovníků v zahraničí. Teoretická část přináší vhled do problematiky migrace, ekonomické integrace, legislativního, právního a institucionálního rámce volného pohybu pracovní síly. Praktická část zprvu analyzuje odstraňování bariér volného pohybu pracovníků v EU, EHP a Švýcarsku, konkrétně možnosti uplatňování přechodných období, což následně využívá pro posouzení vlivu na vývoj počtu občanů ČR pracujících v zahraničí. Vliv sleduje na datech MPSV, vývoji položky Náhrady zaměstnancům platební bilance ČR a na vlastních výpočtech rezidentů ČR v zahraničí. V závěru práce poskytuje rozbor rezidentů ČR na jednotlivé segmenty a přesnější odhad počtu českých pracovníků v zahraničí rozšířený o nerezidenty ČR s využitím dat VZP ČR.

Abstract:

The bachelor thesis analyzes the effect of the removal of the barriers to the free movement of labour in the European Union on the labour migration from the Czech Republic in 2004–2017 and provides more accurate data of the Czech workers abroad. The theoretical part provides insight into the issues of migration, economic integration, legislative, legal and institutional framework of the free movement of labour. The practical part initially analyzes the removal of the barriers to the free movement of workers in the EU, EEA and Switzerland, specifically the possibility of applying transitional periods, which is subsequently used to assess the impact on the development of the number of Czech citizens working abroad. The impact is monitored on the data of the Ministry of Labour and Social Affairs, on the development of the item Compensation of employees of the Czech balance of payments and on its own calculations of the Czech residents. Finally, the thesis provides an analysis of the Czech residents on various segments and a more accurate estimation of the number of Czech workers abroad enlarged by the number of Czech non-residents, using the data of the Czech General Health Insurance Company.
