Abstract:

Cílem této práce je představení SÚKL nejen v základní rovině, jako je jeho vznik, interní organizace, vymezení v oblasti státní správy, a oblast jeho činnosti, ale hlavně se bude zabývat jeho činnostmi na úseku kontroly lékáren a odloučených oddělení pro výdej léčivých přípravků a zdravotnických prostředků (dále jen OOVL).V praktické části dojde k vyhodnocení dat z provedených kontrol v lékárnách a OOVL, a to konkrétně za roky 2012 až 2022, s cílem zhodnotit počet provedených kontrol vůči počtu zjištěných porušení, a stanovit nejčastější oblasti, kde docházelo k porušování právních předpisů.Výstupem této práce by měl být ucelený pohled na pochybení, kterých se lékárny a OOVL dopouštějí v rámci své činnosti.

Abstract:

The role and activities of the State Institute for Drug Control - pharmacy control.This graduate thesis deals with the role and activities of the State Institute for Drug Control in the health care system of Czech Republic, with a focus on pharmacy control.The first part of the thesis is focused on the introduction of the State Institute for Drug Control, such as the foundation and organization. The next chapters of the thesis describe the individual activities of the Institute. These activities are divided into sections. These sections are: Registration Section, Oversight Section, Price and Reimbursement Regulation Section, Medical Device Regulation Section, and Director's Support and Management Section. One chapter contains the basic laws that describe the rights and responsibilities of each person who works with drug.The practical part of the thesis evaluates the data obtained during the inspections of pharmacies and the Separate Department for the Dispensing of Medicines and Medical Devices. These inspections were carried out by the inspectors of the Institute between 2012 and 2022. The observed data were processed into graphs and evaluated. This part of the thesis also mentions examples of fines imposed for offences committed and the amount of these fine.The goal of this thesis was to introduce the institute. A lot of interesting information was found that could have been mentioned and discussed more in this thesis, but the thesis was chosen in this scope.The result of this thesis should be a comprehensive view of misdemeanors, which has been achieved. The topic of this thesis was chosen because the author of the thesis has experience with laws, and the control activities of the Institute looked interesting.
