Abstract:

Práce je věnována problematice státní podpory bydlení v České republice se zaměřením na sociální dávky v daném období. Kapitoly teoretické části jsou, mimo definici základních pojmů a přehledu poskytovatelů podpory bydlení v České republice, zaměřeny přímo na podporu bydlení prostřednictvím sociálních dávek, vývoj i současnou právní úpravu. Praktická část práce je věnována vývoji výdajů domácností na bydlení a vývoji výše výdajů na jednotlivé dávky ve sledovaném období a příčině změn v tomto vývoji, problematice zneužívání sociálních dávek na podporu bydlení a návrhu zákona o sociálním bydlení. Stěžejní je otázka zákona o sociálním bydlení, jako prostředku řešení nevhodnosti současné právní úpravy a dopady případného sloučení dvou dávek poskytovaných v rámci podpory bydlení, na celou problematiku.

Abstract:

The thesis is devoted to the issue of state support of housing in the Czech Republic with a focus on social benefits in the given period. The chapters of the theoretical part are, apart from the definition of basic concepts and overview of housing support providers in the Czech Republic, focused directly on housing support through social benefits, current legislation and its development. The practical part is devoted to the development of housing expenditure by households and the development of the amount of expenditures on social benefits in the monitored period and the cause of changes in this development, and on the problem of abuse of social benefits in support of housing and the Act on social housing. The key question is the Act on social housing as a possible solution of the insufficiency of the current legal regulation and the effect of the possible merging benefits provided in the context of housing support on the whole issue.
