Housing systems and housing policy instruments

Abstract:

V odborné literatuře existuje relativně velké množství přesvědčivých sociálních i ekonomických argumentů, které poukazují na specifika bydlení jako zbožového statku i na důležitost uspokojení životní potřeby bydlet a mít domov pro svou životní stabilitu. Tyto důvody jsou ospravedlněním jisté míry státního intervencionismu v oblasti bydlení. Práce se snaží definovat roli státu v oblasti bytové politiky se zaměřením na pomoc nízkopříjmovým domácnostem a osobám, které by si prostřednictvím trhu své vlastní bydlení nemohli zajistit. Pozornost je věnována také nástrojům bytové politiky, které stát v tomto směru využívá. Přestože existují teoretické argumenty, které tvrdí, že trh sám může vést k sociálně spravedlivé redistribuci spotřeby, stále bude existovat skupina lidí, která by se při absenci pomoci veřejného sektoru ocitla bez střechy nad hlavou.

Abstract:

There exist relatively many convincing social and economic arguments in the literature that point out the specific features of housing as material goods, as well as the importance of satisfying the life necessity of housing and possessing a home in order to achieve life stability. All these considerations seem to justify a certain level of state intervention in the field of housing. This work makes effort to define the role of the state in the field of housing policy and how state helps the persons who can´t ensure their housing in the market. Very importance is section about the housing policy instruments which are used for purposes of housing policy of state. In spite of theoretical arguments about the capacity of the market to provide for a socially equitable redistribution of consumption there will always be those who would lose shelter if there were not for the public sector.
