The Strategic Dimension of Franco-American Relations during the Period of the Fifth Republic

Abstract:

Disertační práce se zabývá problematikou francouzsko-amerických bezpečnostních vztahů v období V. republiky, zejména se soustředí na zkoumání chování Francie jako slabšího člena asymetrického bezpečnostního partnerství (alignment). Hlavní výzkumnou otázkou přitom je, jaký byl vliv existence francouzsko-amerického bezpečnostního partnerství na francouzské chování v rámci tohoto partnerství ve sledovaných časových obdobích. Pokud jde o metodologický postup, práce je zakotvena v rámci empiricko-analytického přístupu ke zkoumání mezinárodních vztahů. K získání odpovědí na stanovenou výzkumnou otázkou jsou zpracovány tři případové studie, které se věnují bezpečnostní dimenzi vzájemných vztahů během vlády prezidenta Ch. De Gaulla v letech 1958-1969, během prezidentství F. Mitteranda v 80. a na počátku 90. let (1981-1991) a během Chiracova prezidentství (1995-2003). V rámci bezpečnostní dimenze vzájemných vztahů ve sledovaných obdobích je pozornost upřena na problematiku NATO a evropské bezpečnosti, na problematiku jaderných zbraní a kontroly zbrojení a postoj obou zemí k největším konfliktům odehrávajícím se ve sledovaných období (Vietnamská válka, válka v Perském zálivu v letech 1990-1991 a vojenský zásah USA a jejich spojenců proti režimu S. Husajna v Iráku v roce 2003). Vliv francouzsko-amerického bezpečnostního partnerství na chování Francie je v každém ze sledovaných období analyzován prostřednictvím konceptů spadajících do teorie aliancí, zejména prostřednictvím modifikovaného konceptu aliančního bezpečnostního dilematu, jenž vychází z prací Glenna H. Snydera a Victora D. Cha.

Abstract:

This thesis concerns the topic of the Franco-American security relationship during the period of the Fifth French Republic. The main focus is on the French response to its position as the weaker member in an asymmetric security partnership (alignment). As a result, the main research question is how the Franco-American alignment influenced French behavior during the observed time frame. Methodologically, this thesis brings an empirical-analytical perspective to the research of international relations. It presents three case studies in an effort to answer this research question, which focuses on the security dimension of bilateral relations during three periods in French history: the de Gaulle presidency (1958-1969), the term of President Mitterand in the 80's and early 90's, (1981-1991), and the Chirac presidency (1995-2003). This concentration on security issues in bilateral relations shines a spotlight on questions of NATO and European security; nuclear weapons and proliferation; and the stance of both the US and France toward the largest conflicts which took place during this period (The Vietnam War, Operations Desert Shield and Desert Storm [1990-1991], and US and allied military action to remove S. Hussein from power in 2003). The influence of the Franco-American alignment on French action in each case is analyzed drawing on concepts based on the theory of alliances, particularly on a modified concept of the alliance security dilemma, developed in works by Glenn H. Snyder and Victor D. Cha.
