Analysis of utilization of health care by foreigners in the Czech Republic in the period 2006-2017

Abstract:

Bakalářská práce analyzuje využívání zdravotní péče cizinci v ČR za období 2006-2017. Cílem práce je ověřit, zda ve sledovaném období rostl s počtem ošetřených cizinců procentuální podíl neuhrazených pohledávek po lhůtě splatnosti za zdravotní péči jimi využitou. Pro zjištění cíle jsou využity metody literární rešerše, pozorování a analýzy, včetně vztahové. Práce obsahuje popis fungování českého systému zdravotní péče a začlenění cizinců do tohoto systému. Stěžejní část práce spočívá v analýze celkových nákladů na zdravotní péči cizinců a jimi neuhrazených pohledávek po lhůtě splatnosti. Analyzovány jsou i příčiny a dopady těchto pohledávek na systém zdravotní péče. Na základě této analýzy bylo zjištěno, že růst počtu ošetřených cizinců neměl ve sledovaném období vliv na výši procentuálního podílu neuhrazených pohledávek po lhůtě splatnosti. Mezi příčiny způsobující vznik pohledávek za zdravotní péči cizinců patří nedostatečné pojištění, jazyková bariéra, neznalost systému zdravotní péče v ČR a výluky z veřejného a komerčního zdravotního pojištění.

Abstract:

This bachelor thesis analyses the utilization of health care by foreigners in the period 2006-2017 in the Czech Republic. The aim of the thesis is to verify whether the outstanding debts after due date for health care provided to foreigners increased with the increasing number of treated foreigners in the period observed. To fulfil the target are used the methods of literary research, observation and analysis, including relational. The thesis contains a description of the functioning of the Czech health care system and the integration of foreigners into this system. The fundamental part is based on the analysis of the total costs of health care utilized by foreigners and outstanding debts after due date. Analysed are also causes and impacts of outstanding debts due date on the Czech health care system. Based on this analysis, it was found that the increase in the number of treated foreigners did not affect the percentage amount of outstanding debts due date for health care provided to foreigners in the period observed. The causes of creation of outstanding debts for health care utilized by foreigners include language barrier, lack of knowledge about the Czech healthcare system and other exclusions of public and commercial health insurance.
