Legal regulation of local taxes

Abstract:

In the diploma thesis, we deal with taxes, which form an inseparable part of our lives. In the first section we identify public finances and public revenues, whose main source are taxes. The taxation system boasts a long history. Taxes in our country have undergone a complex historical process of development. Significant tax reforms had taken place in recent years. Another section of the thesis analyzes in detail the legal regulations of local taxes under the relevant laws in force in the Slovak Republic. Control forms an integral part of management, carried out by the local self-administration on both an internal and external basis. Due to the existence of a great number of various local taxes, in the last section, only selected types of local taxes, particularly property taxes, are compared with legislation in force in the Czech Republic. The thesis gives a comprehensive overview of the rights and obligations relating to local taxes.

Abstract:

V diplomovej práci sa zaoberáme daňami, ktoré sú neoddeliteľnou súčasťou nášho života. V prvej časti charakterizujeme verejné financie a verejné príjmy, ktorých hlavným zdrojom sú dane. História daní je dlhá. Dane na našom území prešli zložitým historickým vývojom. V posledných rokoch sa uskutočnili významné daňové reformy. Ďalšia časť práce podrobne analyzuje právnu úpravu miestnych daní v zmysle príslušných právnych predpisov platných v Slovenskej republike. Neoddeliteľnou súčasťou riadiacej činnosti je kontrola, ktorá sa v územnej samospráve uskutočňuje vnútorným aj vonkajším spôsobom. Vzhľadom na rozsiahlosť miestnych daní, porovnávame v poslednej časti iba vybrané druhy miestnych daní, konkrétne daň z nehnuteľností s právnou úpravou v Českej republike. Práca poskytuje komplexný prehľad práv a povinností týkajúcich sa miestnych daní.
