The Role of Kenya in the Mediation of the Conflict in South Sudan

Abstract:

Jižní Súdán strávil většinu své první dekády nezávislosti ve válce. Vláda a rebelové spáchali brutální útoky, zadržování, znásilňování a vraždy civilistů populace. Politická a civilní třída v Jižním Súdánu hraje v konfliktu významnou roli ve své zemi, obtíže a složitosti mírového procesu a humanitární krize, které čelí miliony lidí. Role mezinárodních hráčů jako např sousední státy jako Keňa má dopad na konflikt. Zprostředkování míru proces v Jižním Súdánu začal v roce 2013. Zprostředkovaly ho země jako Keňa. The účast Keni na mediačním procesu je založena na principu subsidiarity odvozené z africké mírové a bezpečnostní architektury. Nicméně boje a násilí pokračují, i když strany konfliktu pokračují v jednání o míru a podpisu četná zastavení konfliktů a mírových dohod. Je zřejmé, že po deseti letech mediace, strany konfliktu nejsou ochotny mírovou dohodu realizovat. Tento pak se nabízí otázka, proč by Keňa chtěla zprostředkovat konflikt, který nekončí boj nebo nabídnout příslib řešení. Cílem této diplomové práce, která je koncipována v Formát politického dokumentu měl poskytnout možného alternativního prostředníka pro Jižní Súdán konfliktu zdůrazněním role a výkonu Keni při zprostředkování konfliktu.

Abstract:

South Sudan has spent most of its first decade of independence at war. The government and the rebels have committed brutal attacks, detentions, rapes and murder of the civil population. The political and civilian class in South Sudan play a significant role in the conflict in their country, the difficulties and complexities of the peace process, and the humanitarian crisis faced by millions of people. However, the role of international players such as neighbouring states such as Kenya has an impact on the conflict. The mediation of the peace process in South Sudan began in 2013. It has been mediated by countries such as Kenya. The participation of Kenya in the mediation process is based on the principle of subsidiarity derived from the Africa Peace and Security Architecture. However, the fighting and violence have continued even as the parties to the conflict continue to negotiate for peace and sign numerous cessations of conflict and peace agreements. It is evident that after ten years of mediation, the parties to the conflict are unwilling to implement the peace agreement. This then begs the question as to why Kenya would want to mediate the conflict that does not end the fighting or offer a promise of resolution. The aim of this thesis, which is conceived in the format of a policy paper was to provide a possible alternative mediator to the South Sudan conflict, by highlighting the role and performance of Kenya in the mediation of the conflict.
