Critical Points at Assessing Claim and Granting of The Care Allowance.

Abstract:

Tématem této bakalářské práce jsou kritická místa při posuzování nároku a přiznávání příspěvku na péči. Hlavním cílem práce je nalézt, určit a pojmenovat potencionální kritická místa, která mají z pohledu autora této práce vliv na posuzování zdravotního stavu žadatele o příspěvek na péči a jeho následném přiznání. Práce je rozdělena na dvě části. Část teoretickou a aplikační. V teoretické části jsou definovány základní pojmy, vztahující se ke zvolenému tématu, podrobněji se zde autor věnuje seznámení s příspěvkem na péči, jedné ze státem garantovaných nepojistných sociálních dávek, a průběhem správního řízení o této dávce. V aplikační části jsou uvedeny metody zvolené pro získání informací a podkladů, které umožnily nalézt, vytipovat a upozornit na potencionální kritická místa při posuzování nároku a přiznávání příspěvku na péči. V závěrečné kapitole se autor této práce zabývá vytipovanými kritickými místy, na kterých vysvětluje pomocí konkrétních nastudovaných kazuistik pravděpodobné příčiny vzniku pochybení při procesu posouzení nároku a přiznávání příspěvku na péči.

Abstract:

The theme of this thesis are critical areas in the assessment of entitlement and granting a care allowance. The main aim of the work is to find, identify and name the potential critical areas, which have from the perspective of the author of this work influence on the assessment of the health status of the applicant for the care allowance and his subsequent granting. The work is divided into two parts. The theoretical one and the application one. The theoretical part defines the basic terms related to the selected topic in more detailed way. The author devotes to familiarization with the care allowance, one of the state-guaranteed non-insurance social security benefits and the administrative procedure of this social benefit. The application section lists the methods chosen to obtain the information and documents which enabled to find, identify and highlight the potential critical areas during the assessment of entitlement to, and granting the care allowance. In the final chapter the author of this work deals with the selected critical areas on which she explains with help of the use of specific case reports, the likely causes of the failure of the process of the assessment of entitlement to, and granting a care allowance.
