Evaluation of active labour market policy of the labour office in Karviná

Abstract:

Předkládaná diplomová práce se zabývá hodnocením nástrojů aktivní politiky zaměstnanosti, které Úřad práce Karviná využívá pro podporu růstu zaměstnanosti ve svém regionu a k naplňování cílů Evropské strategie zaměstnanosti. Práce ve svých prvních kapitolách definuje základní pojmy, se kterými se čtenář v textu práce bude setkávat a představuje základní historické mezníky vzniku aktivní politiky zaměstnanosti až do podoby, jak ji známe dnes. Následně se věnuje deskripci jednotlivých nástrojů aktivní politiky zaměstnanosti, platné legislativě a v závěru teoretické části představuje kritéria hodnocení definovaných nástrojů. Praktická část začíná analýzou regionálního trhu práce. Detailně je vymezena poptávková a nabídková strana a jejich vzájemná interakce způsobující dlouhodobý převis nabídky nad poptávkou. Poté je již pozornost věnována realizovaným aktivním opatřením politiky zaměstnanosti na sledovaném úřadu práce. Vybrané nástroje jsou hodnoceny dle vymezených evaluačních kritérií a metody hodnocení veřejných projektů. V závěru jsou definována slabá místa prováděné politiky a formulována doporučení a možnosti zlepšení.

Abstract:

The submitted thesis deals the evaluation of the active labour market´s tools which the labour office in Karviná uses to support the employment in its region and to achieve the targets of the European employment strategy. Thesis in first chapters defines the basic terms, which are necessary to understand and introduces the historical development of the active labour market policy. Later it describes its tools, legislation and in the end identifies the criteria of the evaluation. Practical part of the thesis beginns with analysis of the regional labour market. Particular attention needs to be paid to demand and supply, consequently their interaction arising in the imbalance of the labour market. The further chapter focuses on the active programms, their shape and structure as they are used by the labour office in Karviná. Finally, the most implemented tools are evaluated according to the given criteria and the methods of public project´s evaluation. The weaknesses are defined, as well as recommendation and possibilities for improvement are formulated.
