Factors influencing the success of recovery of tax arrears

Abstract:

Disertační práce se zabývá faktory ovlivňující úspěšnost vymáhání daňových nedoplatků Finanční správy České republiky. Úspěšnost vymáhání je vyjádřena poměrově jako podíl vymožených daňových nedoplatků k vymáhaným daňovým nedoplatkům a je sledována jak na úrovni částky, tak na úrovni počtů případů. Práce analyzuje ekonomické i neekonomické faktory, a to daňové determinanty prostřednictvím regresní analýzy. Tyto faktory jsou nejprve vybrány na základě literatury a logického úsudku a následně blíže analyzovány. Ekonometrická část je založena na dvou modelech, regresní analýze za období 2003 až 2017 a regresní analýze panelových dat za období 2013 až 2017. Výsledky u ekonomických proměnných ukazují přímo úměrný vliv HDP a nepřímo úměrný vliv míry nezaměstnanosti. U neekonomických, daňových faktorů přímo úměrný vliv zaměstnanců vymáhání pouze u počtů případů. Významným faktorem je podíl nedoplatků DPH na celkových daňových nedoplatcích. Dále se ukázal nepřímo úměrný vliv počtu kontrol a počtu unikátních ekonomicky aktivních daňových subjektů.

Abstract:

The dissertation thesis describes factors influencing the success of recovery of tax arrears of the Financial Administration of the Czech Republic. The success rate of recovery is expressed as the proportion of already recovered tax arrears to curently recovering tax arrears and is monitored at both the amount and the number of cases. The dissertation thesis analyzes economic and non-economic factors, namely the determinants through regression analysis. At first are these factors selected based on bibliography and own logical opinion and then they are analyzed in more detail. Econometric part is based on two models, the regression analysis for the time period from 2003 to 2017 and the regerssion analysis of panel data for the time period from 2013 to 2017. The results of economic variables show the directly proportional influence of the GDP and the inversely proportional influence of the unemployment rate. For non-economic tax factors, the proportionate effect of recovery employees is only proportional to the number of cases. An important factor is the share of VAT arrears in total tax arrears. Furthermore, the influence of the number of inspections and the number of unique economically active tax subjects showed inversely proportional.
